    Description
    POSITION PURPOSE

    The Chief Information Officer (CIO) will lead the organization's ongoing commitment to support and promote the strategic use of informatics and information technology that advances the overall mission of the organization. Reporting to the President & CEO of Regenstrief Institute, the CIO will lead and manage The Institute's Research Data Services (RDS) and Research Data Security functions.

    The Regenstrief Data Services team provides access for research to the Indiana Network for Patient Care (INPC), which contains 13 billion data elements from more than 100 hospital systems and thousands of providers across the state. The INPC database is updated in near real-time and includes more than 20 million unique patient records. Most (96%) Hoosiers have an encounter within the INPC database and Regenstrief Institute has exclusive access to these data for research purposes and serves as the state's honest linkage broker for these data. In addition, Regenstrief Data Services is the central hub for data access for the main health system across the state: IU Health, as well as the Indianapolis-based safety-net health system Eskenazi Health.

    The CIO serves as the principal technology leader for the organization and its customers including Indiana University and the Indiana University School of Medicine departments, centers, and key partners, by providing the vision and leadership for developing and delivering high-quality data, information, and services to external customers along with oversight of internal IT strategies and initiatives as they fit within the broader enterprise of key partners, including the Indiana Clinical and Translational Sciences Institute, IU Health, and Eskenazi Health. The position scope is inclusive of all technology and data services functions as they relate to research data and security. This necessitates a high level of familiarity with various internal and external stakeholders and a commitment to meeting the diverse information and communications needs that exist across the organization.

    Prefer a candidate who can work a hybrid schedule (with two to three days in the office) but will consider fully remote candidates as well.

    POSITION ESSENTIAL DUTIES AND RESPONSIBILITIES

    • Responsible for the strategy of information-related product and data services offerings of Regenstrief Institute to customers and internal and external stakeholders, along with a multi-year roadmap for developing and improving these offerings.
    • Responsible for the quality of, and customer satisfaction with, information and services delivered.
    • Responsible for developing, strengthening, and maintaining collaborations, for acquiring, integration, and sharing of data among all internal and external stakeholders to advance the organization's mission. Specifically, the key partnerships include but are not limited to Indiana University Indianapolis, Indiana Clinical and Translational Sciences Institute (CTSI), Indiana University Melvin and Bren Simon Cancer Center, Department of Biostatistics and Health Data Sciences, Richard M. Fairbanks School of Public Health, Indiana University-University IT Services (UITS), Luddy School of Informatics, Computing, and Engineering, and the Indiana Health Information Exchange (IHIE).
    • Develops and recommends a strategic direction for research information technology functions, gauge and anticipate the diverse needs of internal and external stakeholders, monitor trends and innovations in the industry to meet those needs.
    • Develops and implements strategic long- and short-term technology plans for meeting the needs of both internal and external stakeholders; and making actionable recommendations to the President & CEO.
    • Ensures high-quality IT data quality and security, risk management, disaster recovery and business continuity planning processes are in place and receive regular review for currency and adequacy.
    • Supports development of scientific research projects, including writing portions or entire intramural and extramural grant applications.
    • Maintains an active portfolio of federally-funded research contracts and grants, such as the NC3 Collaborative and other national, regional, and local linkage honest broker activities (estimated to represent ~30-40% of effort).
    • Represents the Regenstrief Institute, as asked, in relevant IT committees and similar forums nationally and regionally.
    • Exercises diligent evaluation and careful budgetary management, including budget preparation and the ability to analyze and resolve complex issues.
    • Develops, manages, and organizes technology talent that is structured to efficiently deliver services across the organization and enterprise.
    • Develops, implements, and oversees strategic technology policies throughout the organization.
    • Maintains the integrity and strategic development of the organization's information infrastructure, and the systems infrastructure for mission critical functions.
    • Provides leadership, guidance, and supervision to CIO direct reports (4 directors, who manage 28 team members). Ensures quality deliverables of reports to partners and stakeholders. Manages annual IT personnel Performance Appraisal process and completion.
    • Approves, prioritizes, and controls the IT project demands; negotiates prioritization and timelines as appropriate and necessary.
    • Ensures the security of IT systems and ensures operations adhere to applicable laws and regulations.
    • Cultivates and manages strategic relationships with a diverse group of both internal and external stakeholders and delivers efficient customer services.
    • Performs other duties and functions as assigned.

    QUALIFICATION REQUIREMENTS

    EDUCATION and/or EXPERIENCE
    • Requires a minimum of a bachelor's degree and at least ten (10) years of successful professional leadership in informatics, IT, biomedical research technologies, data management, preferably in industry research and/or higher education environment. A higher degree (Master's and/or doctoral degree in biomedical informatics, clinical informatics, or related field) is preferred.
    • Requires experience writing federal grants and contracts and participating and/or leading research related to electronic medical record data, linkage honest broker services, health data standards and interoperability, and other similar research fields.
    • Requires extensive experience with personnel management, strategic planning, and leading a business unit/department, including experience managing and leading a diverse team.
    • Requires significant experience in all aspects of supporting digital and information technology planning, development, and implementation, including but not limited to enterprise resource planning, systems architecture, database administration, electronic health records, data standards, quality control, data quality, healthcare and research systems interoperability, security, and compliance issues
    • Requires excellent verbal and written communication capabilities, a commitment to services, and excellent presentation skills
    • Requires excellent analytical and organizational skills, with an attention to detail
    • Requires the ability to manage multiple tasks simultaneously with attention to deadlines.
    • Requires the ability to create and maintain collaborative working relationships and governance with a diverse set of stakeholders, both internal and external.

    Anticipated Salary Range for position is $220,000 - $275,000.
