About Marvin McNeese Jr.:
I am eager to be part of a Government Affairs team for a renewable energy firm. For over 20 years, I have researched government and taught others how to engage government officials at all levels. Now, I want in the game. I hold a Ph.D. in Political Science from Rice University, have run for municipal office, have trained in public administration also, and speak Spanish.
Experience
With over two decades of experience in higher education, public affairs, and community engagement, I bring a unique blend of academic rigor, stakeholder relations expertise, and practical energy sector knowledge that aligns with your mission.
My doctoral dissertation at Rice University examined hydraulic fracturing, uncovering nine frames of media coverage nationwide from 2007–2013. This research sharpened my ability to analyze complex policy issues, anticipate stakeholder concerns, and communicate effectively with diverse audiences. As a Texas resident and researcher, I have closely followed ERCOT and the Texas Railroad Commission, including the 2020 freeze, near brown-outs in 2022, and recent legislative pushes for battery backup to renewable energy sources. These experiences give me a grounded understanding of the regulatory and political landscape your firm operates.
Beyond research, I am directly engaged in the energy sector as the landowner of a pending 6 MW solar project in Virginia. Navigating PJM’s interconnection backlog has provided firsthand insight into the challenges of infrastructure development and stakeholder coordination. As a Lecturer at Rice University’s Jones Graduate School of Business, eleven times each year for the last five years, I help MBA students construct Political Action Plans, many related to energy projects from upstream operations to downstream facilities, from data centers to pipeline injection skids for drag-reducing agents.
I serve as Professor and Chair of General Education at the College of Biblical Studies–Houston, where I supervise faculty, led curriculum design, and authored two Quality Enhancement Plans for accreditation. I have chaired institution-wide strategic planning processes, served as a grant administrator at the University of Houston, and advised students on enrollment and retention. These roles required managing budgets, coordinating diverse stakeholders, and ensuring compliance with regulatory standards—skills directly applicable to managing community relations and government affairs initiatives.
