Duane Garvais

As a consultant for the Department of Natural Resources Conservation Law Enforcement program, my role is to asses, interview, document and provide weekly updates and reports to the Department of Natural Resources Fish and Wildlife Management. I completed a series of interviews (22) obtaining data and information on past present and future issues individually from each supervisor. I then completed “Memorandums of Interviews” for each supervisor. 

This information was evaluated a comprehensive detailed data executive report outlining problem areas, gaps in structure, resources needed, and solutions and recommendations were identified and outlined in the consulting final report. I then wrote and completed a Operations Rules and Regulations manual for Conservation Law Enforcement to include Federal, State and Tribal laws and sections for the day to day operations of the new department. 

Upon completion of the requirements for law enforcement, I signed a yearly contract to provide law enforcement services for the City of Toledo Washington located in Lewis County. 

My job duties included but were not limited to patrolling and safeguarding the citizens and community, providing police presence and protection to local businesses and churches, preparing budgets for annual evaluation, and enforcing and arresting violators of laws. While employed as Chief of Police my administration was responsible for the first Murdered and Missing Indigenous supplemental ally patch to be added to the official police uniform. I worked with the City Mayor and City council members monthly and attended all required functions. 

Current Certification as a Special Agent (1811) and WSCJTC Law Enforcement Academy. Additional training, certifications in the United States Marine Corps. Author of three books (2 published on Amazon Prime). Public Service, professionalism, dedication, perseverance and goal oriented, valued as a strong communicator and partnerships.

Management Division G-300 and G0400 Incident Command Systems, Washington State Basic Law Enforcement and Federal Law Enforcement Training Center Academy's, in combination with my training with Security Forces in the United States Marine Corps I have used all of these certifications and training to supervise and to lead security and law enforcement personnel.
