Under the general supervision of the Child Support Director, works as a team member to establish, enforce, and review child support obligations by performing initial investigative actions, prioritizing work list items using KIDS Information Data System (KIDS), and makes recommendations for next appropriate action.

Sends preliminary and progressive enforcement letters. Prepares court pleadings and routes documents through the e-filing system. Monitors cases to assure proper service of process. Responds to inquiries from case participants, employers, and the public regarding child support services, payments, and policies. Other duties as assigned.


Examples of Duties:


The following duties are normal for this position. These are not to be construed as exclusive or all?inclusive. Other duties may be required and assigned.

  • Uses the KIDS statewide child support computer system to produce documents and letters. Enters and dispositions events, updates employment, income, and other verification information. Maintains worklists.
  • Locates absent parents using multiple computer systems and employer and custodial parent contacts.
  • Reviews and processes data from various child support reports.
  • Schedules and prepares court orders for genetic testing, both in and out of state. Informs all other necessary parties of scheduled appointments. Collects DNA samples for genetic testing on all individuals for the case while following all rules for the change of custody of the specimens for submitting them to the lab.
  • Monitors cases for payments and prepares appropriate enforcement letters. Refers case to case manager when necessary for progressive enforcement action.
  • Identifies and implements actions to correct errors in posting, allocation, and disbursement of the KIDS system.
  • Takes appropriate action on cases in accordance with state/ federal timelines and to meet federal performance standards.
  • Monitors jail roster daily for any clients that are in locate and/or need to be served court paperwork. Also track release dates and movement of all jail/prison inmates.
  • Initiates cases in the CCAP efiling system and uploads documents for signature and for filing with the Clerk of Courts accurately and timely.
  • Prepares income withholding notices/order to employers for collection of child support.
  • Forwards documents to process server or serves pleadings and petitions at the Child Support Agency, process invoices for service of process.
  • Closes cases in compliance with State and Federal guidelines and ensures appropriate closure notice are sent to custodial parent.
  • Creates Zoom/phone meetings as needed for upcoming hearings before FCC. Notices all parties/attorneys on case of the hearing and efiles an Affidavit of Mailing with the Court. Also sends text message reminders about the hearing to all parties 2 days before the hearing.
  • Must adhere to strict compliance with HIPAA laws, case confidentiality and Federal Tax Safeguarding.

Typical Qualifications:


Desirable Knowledge and Abilities:

Basic knowledge of state and interstate child support and public assistance laws and regulations. Familiarity with multiple computer systems to include KIDS, CARES Worker Web, CSOS, and word processing software. Good investigative and organizational skills. Ability to pull data from multiple resources and make recommendations for enforcement actions. Ability to deal with hostile and confrontational clients. Ability to communicate effectively both verbally and in writing with participants and the general public. Requires excellent time management skills and ability to perform tasks while handling interruptions. Knowledge of e-filing procedures preferred. Must be able to maintain confidentiality of records. Some knowledge of legal terms and procedures is desirable.


Training and Experience:

High school graduation.

Higher education in paralegal field and/or 1-2 years of experience in child support or other position involving considerable public interaction and investigation is desired.

Education or training in use of multiple computer systems and word processing.**Employment eligibility is contingent on a favorable rating as a result of a DOJ and FBI fingerprint background check; and verification of eligibility to work in the United States by completing USCIS Form I-9.
