Duties:


  • You will solve problems to achieve assigned tasking and goals.
  • You will develop and convey business information orally and in writing to higher level government and industry officials.
  • You will have knowledge of basic acquisition planning so as to accomplish contractual actions.
  • You will have comprehensive knowledge of contract price and cost analysis/cost accounting techniques.
  • You will have comprehensive of negotiation techniques in order to negotiate procurements of extensive services, complex equipment, and construction projects.
  • You will have comprehensive knowledge of statutes, regulations, and procedures in order to perform procurement functions that are not well defined or well precedented.

  • PPP applicants must currently hold the required security clearance.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE450, within 30 days of appointment.

Qualifications:

  • In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS11) or pay band in the federal service or equivalent experience in the private or public sector:
  • 1. Utilizing contract administration principles, policies, regulations, practices and procedures to award and administer contracts such as performance-based contracts and various other contract types.
  • 2. Changing proposals, special agreements, post award contract negotiations involving contract changes/modifications, special agreements, and pricing arrangements.
  • 3. Analyzing past contractor performance and costs to evaluate contractor price estimations.


  • GS1

  • In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS09) or pay band in the federal service or equivalent experience in the private or public sector:
  • 1. Developing post award monitoring techniques to assure contracts are performed as desired.
  • 2. Preparing contract pricing and cost analysis/cost accounting techniques and evaluate price and cost data for a variety of preaward and /or prost award procurement activities.
  • 3. Participating actively as a team member to accomplish assigned projects.
    Education:Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.


NOTE:

The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000.

Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
