Major Duties:

Responsible for planning, coordinating, administrating, and directing the function of the Marine Corps Community Services (MCCS) Property Control Office. Provides technical assistance and expedites problem resolutions. Formulates, implements, and enforces existing/new policies, procedures, regulations, etc. Advises the Director of Logistics of deficiencies. Identifies and initiates action to dispose of excess or obsolete major components or subsystems.

Develops, organizes, prepares, and conducts a viable and effective training program to ensure policies, procedures, and regulations are current and available to all assigned responsible officers.

Prepares, conducts, reconciles, and reports the results of the Annual Base Property Wide Garrison Property Inventory.


Serves as the principal technical advisor for MCCS Twentynine Palms on all issues pertaining to the inventory, maintenance, licensing and coordination of the vehicle fleet and support activities; the acquisition and disposition of available motorized assets; and the future planning capabilities of a diverse fleet.

Responsible for oversight and coordination of governing policy, with all Divisions, in support of the combined MCCS fleet of approximately 150 vehicles.

Vehicles includes trucks, sedans, pickups, cargo and passenger vans, passenger buses, forklifts, generators, bleachers, mobile stages, utility tractors, mowers, utility carts, and various combustion engine equipment.

Oversees the Consolidated Memorandum Receipts (CMR) for motor transportation vehicles and ensures property turnover is reported in accordance with policies/regulations.

Oversees the development and sustainment of Preventative Maintenance System (PMS) operations for preventative and corrective maintenance for fleet vehicles aligned with Maintenance Index Cards (MICs) and Maintenance Requirement Cards (MRCs).

Manages bus charter program; invoices, payments, late fees and cancellation charges, coordinates fiscal responsibilities with MCCS Finance and bus charter customers.

Responsible for direct interface between MCCS HQ and GSA to manage and sustain vehicle registration and licensing compliance.

Plan, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plans and related records and reports, and exercises authority on approved budget. Monitors programs on a regular basis and initiates corrective action to ensure support of operating programs of MCCS. Manages new property resources and may provide direction on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives. Must be alert to substance abuse and take appropriate action.

Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs.

Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse.

Supervises a Property Control Clerk


Supervises employees to include:

assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment.

Must be alert to alcohol abuse and take appropriate action.
