Duties:

This position is located in the Office of Community Planning and Development (CPD), Office of Special Needs (OSN). The Office of Community Planning and Development (CPD) supports the Department's efforts to help create cohesive, economically healthy communities.

The incumbent is responsible for:

  • Developing, recommending, promulgating, and coordinating all policy for the Department's Special Needs Assistance (Homeless) Programs, except for the Section 8 SRO Program. Developing, recommending, promulgating and coordinating all operational guidance for the Special Needs Assistance (Homeless) Programs administered by CPD.
  • Developing and recommending budgeting and legislation for the homeless programs administered by CPD, including new programs and/or initiatives to address the special needs of the homeless.
  • Provides analytical support and policy guidance to the Deputy Assistant Secretary, OSN and Assistant Secretary, CPD regarding the causes of homelessness, and the potential of the programs to ameliorate the problem.
  • Examines issues and makes policy and legislative recommendations to the DAS and Assistant Secretary on the relationship of national welfare and poverty programs and policies to the homeless problem. Develops and applies selection criteria for national programs administered by CPD and makes recommendations for grant awards based on the criteria.
  • Ensures effective oversight by Field Offices of all special need's programs administered by SNAPs. Maintains open and effective communication with homeless assistance providers and local and state governments that administer HUD's homeless program or programs of their own.
  • Promotes effective planning and coordination of homeless resolution efforts among all levels of government and other providers of assistance. Identifies training needs of program users and HUD Field staff and develops and conducts training responsive to such needs.
  • Performs other duties as assigned.

  • Ability to complete personnel security vetting (e.g., investigation, evaluation, and adjudication).
  • A oneyear probationary period is required, if not previously completed.
  • Will be required to submit a Public Financial Disclosure Report (OGE Form 278e).
  • Will be required by PL to have federal payments made by direct deposit.

Qualifications:


Current or Former Political Appointees:
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative addressing each MTQ separately, not to exceed one (1) page per MTQ. You must fully address each MTQ to be rated for further consideration.

MTQ 1 - Knowledge of Community Planning and Development (CPD) activities, programs, systems, and policies that support the needs of vulnerable populations and end homelessness. This must include knowledge of the McKinney-Vento Homeless Assistance Act and related policies, standards, and procedures.


MTQ 2 - Demonstrated ability to partner with local, state, tribal, non-profits, federal agencies, and other stakeholder groups in building and executing homeless, shelter, and supportive housing strategies.


MTQ 3 - Demonstrated experience in leading and supervising large workforce and organizations, directing and overseeing large scale homeless assistance programs; and ability to serve as national spokesperson, represent the Department, and liaise with high level officials to defend resources and accomplish program performance and objectives.
