Duties:


This position is established to perform independent actions on a daily basis involving the operation and maintenance of several agency Ready Reserve Force (RRF) logistics support management systems, including the RRF Management System (RMS), other subordinate sub-systems, and Department of Defense (DoD) logistics support systems.


The Inventory Management Specialist:


  • Transmits requisitions via Navy Supply System's command's "One Touch Supply," or Defense Logistics Agency's "FedMall."
  • Operates the MARAD Excess Property Program (EPP). Reviews all reports of excess personal property for the RRF received from the Atlantic, Gulf and Pacific Area Divisions.
  • Serves as coordinator and "action" staff member for the cognizant senior division staff project officer in matters related to the agency's use of Department of Transportation Activity Address Codes (DOTAAC) obtained from General Services Administration (GSA).
  • Serves as Assistant Logistics Support Contract Performance Evaluation Coordinator. Reviews and distributes evaluation summary sheets for periodic contractor performance evaluation.
  • Receives all vessel documentation related to equipment configuration management and inventory allowance changes related to the maintenance of the Equipment Configuration and Spare Parts module resident in RMS.

The number of telework days approved will be determined by your immediate supervisor or manager following the agency's telework policy and guidance.

If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

TIME-IN
  • GRADE:


Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

DEU REQUIREMENTS:

Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications:


To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.


To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:

To qualify for the GS-09 on Education alone:


  • You must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:


  • Experience overseeing shipboard supply/maintenance management

Experience supporting practices to operate a logistics/maintenance support system capable of supporting maritime vessels

Experience conducting analysis of business functionalities and work processes such as; examination of production standards; past, present and programmed workloads; non-productive time; and deviations from standards to determine validated staffing requirements for the function studied.

To qualify for the GS-11 on Education alone:


  • You must have 3 years of progressively higher level graduate education leading to a Ph.
D. degree or Ph.
D. or equivalent doctoral degree.
