Position Description:


Anne Arundel County Government is currently hiring for a full-time, permanent
Behavioral Health System Provider Coordinator (Special Program Manager II) position in the Anne Arundel County Health Department.


The Behavioral Health System Provider Coordinator is responsible for working with the Behavioral Health Bureau Administration to develop and implement processes related to the Maryland Department of Health Administration.

In addition, this position serves as the Bureau's accreditation technical advisor. This position also provides supervision and administration of the Assessment and Referral program.


NATURE AND VARIETY OF WORK


Initiation and coordination of specialized agency programs, such as Housing, client advocacy, community public relations, Nutrition and Transportation Services, community-based in-home care, substance abuse services, services to guardianship clients, advocacy programs, and other specialized services to families, seniors, disabled adults, and other client populations.

Managing and coordinating all aspects of program services for client populations.


Monitoring specific programs for compliance with laws and regulatory guidance; providing technical assistance and general information to providers and clients.


Receiving and evaluating referrals from all sources; assists callers seeking information; educates agencies, communities, and the general public about specific programs.


Providing case management to clients for court-ordered services; investigating physician's treatment recommendations, obtaining second medical opinions as necessary, and recommending courses of action to supervisor to facilitate informed and sound decision making.

Preparing a budget, statistical, annual, and other necessary program reports.

Preparing and monitoring State and County grants to designated agencies.


Establishing schedules and reports, maintains the accuracy of schedules and reports, updates clients and volunteers regarding schedules, and provides files by Standard Client Recording Procedures; observes rules of confidentiality and Privacy Act.

Representing the Department and serving on professional and community groups, committees, boards, and advocates for the client population.

Keeping abreast of Federal, State, and local laws about specific programs, services, benefits, and entitlements.

Supervising volunteers/students and community advocates.

Supervising a small professional, para-professional, clerical, or clinical staff; completing employee evaluations by County procedures.

Establishing positive working relationships with Federal, State, and local personnel, and community groups and organizations.


Monitoring and reviewing policies and procedures and updates or revises by Federal, State, and County laws or standards of practice.

Utilizing data collection and analysis techniques to evaluate individual programs; submitting oral and written reports to supervisors and managers.

Develop strategies for complaint resolution in complex issues, analyzing ends/patterns in program areas; and recommending modification of program practices.

Performs related duties as required.

Thorough knowledge of Federal, State, and local laws and regulations about specific programs.

Thorough knowledge and understanding of benefits and programs available to the client population.

Thorough knowledge of the methods and procedures of program development and implementation, promotion, and policy analysis.

Thorough knowledge of the program areas related to the department/agency to which the position is assigned.

Knowledge of the client population's psychological, physical, social, emotional, and health needs.

Skill in problem-solving.

Skill in assessing client, program, and community needs.

Skill in developing effective working relationships with diverse groups and individuals with divergent views.

Minimum Qualifications:


EDUCATION:
Graduation from an accredited four-year college or university with major coursework in health, human and social services, or a related field


EXPERIENCE:
Four (4) or more years of experience in the management of human service-related programs, including six (6) or more months of supervisory experience; and a valid non-commercia
