    LOCATION OF POSITION

    Baltimore, Maryland

    POSITION DUTIES

    The Office of the Correctional Ombudsman (OCO) will provide independent oversight of the adult corrections system in Maryland and oversee the Juvenile Justice Monitoring Unit, which provides independent oversight of the Department of Juvenile Services. The primary purpose of this role is to provide public reports and recommendations concerning the needs and rights of prisoners, their families, and prison volunteers. The Correctional Ombudsman will improve safety and other conditions within Maryland's prisons.

    Position Duties include, but are not limited to:
    • In response to complaints or on the OCO's initiative, investigate illegal, erroneous, unreasonable, and inefficient acts by the Department of Public Safety and Correctional Services (DPSCS), its employees, contractors, and contractors.
    • Conduct independent reviews and assessments relating to:
      • Health and mental health services for people under DPSCS supervision.
      • DPSCS plans for the expansion, renovation, or closure of facilities.
      • Educational and vocational programs for people under DPSCS supervision.
      • Restrictive and protective housing.
      • Division of Correction (DOC) services and programs.
    • Inspect correctional facilities to monitor conditions.
    • Plan for proactive support to prevent unsafe conditions and abuses in corrections.
    • Create a website and publish legislatively required reports about OCO investigations and other activities,
    • Staff the Correctional Ombudsman Advisory Board and work with the Board to determine investigative priorities and develop processes.
    • Oversee the Juvenile Justice Monitoring Unit to investigate and determine whether the needs of children under the jurisdiction of the Department of Juvenile Services are being met in compliance with State law, that their rights are being upheld, and that they are not being abused.
    MINIMUM QUALIFICATIONS

    EDUCATION: Juris Doctor (J.D.) degree or Master's degree in a relevant field such as criminal justice, public administration, or social work.

    EXPERIENCE: At least five years of experience in a related field such as corrections, law enforcement, advocacy, or public administration.

    DESIRED OR PREFERRED QUALIFICATIONS

    Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
    • Experience working with diverse populations, including incarcerated individuals, their families, and advocacy groups.
    • Experience conducting audits, investigations, or oversight activities within a correctional or similar setting.
    • Experience in conflict resolution and mediation.
    • Familiarity with Maryland's correctional system and relevant stakeholders.
    • Experience working with governmental bodies and legislative processes.
