Job Summary:


This position is in the Department of Health (DC Health), Community Health Administration (CHA), Nutrition and Physical Fitness Bureau (NPFB).

CHA promotes healthy behaviors and healthy environments to improve health outcomes and reduce disparities in the leading causes of mortality and morbidity in the district.

CHA focuses on population health strategies to prevent and control cancer, chronic disease, and vaccine preventable diseases; promote nutrition and physical fitness; ensure access to quality health care services; and support the health and well-being of families across the lifespan.

CHA's approach targets the behavioral, clinical, and social determinants of health through evidence-based programs, policy, and systems change.

The Nutrition and Physical Fitness Bureau administers multiple federal and local healthy food access initiatives and programs including WIC, Farmers' Market Nutrition Program, SNAP-Ed, Commodity Supplemental Food Program, Produce Incentive Initiatives, Healthy Corner Store Initiatives, Home Delivered Meals, and Healthy Community Pop-Up Markets.


Dutiesand Responsibilities:


The Nutrition Program Specialist is responsible for developing and executing effective communication strategies to inform and educate the public about the division's initiatives and priorities.

They will also perform consultative work on behalf of the WIC Farmers Market Nutrition Program (FMNP), Senior Farmers Market Nutrition Program (SFMNP) and Local Food Purchase Assistance Cooperative Agreement

Program.

Position requires experience in project management, program planning, implementing, monitoring, and evaluating of program goals, objectives, and performance measures; food systems; farmers markets; and federal nutrition program benefit payment systems.

Health Communications

  • Draft and deliver communications materials such as public notices, policy and procedures,
Program manuals and guidance documents, newsletters, and marketing and outreach materials.

  • Work collaboratively with internal and external stakeholders to ensure effective and timely delivery of nutrition information to the public.
  • Stay up to date on the latest trends and developments in the field of public health
communication.

  • Develop and implement innovative public health engagement strategies.
  • Analyze and report on the effectiveness of health communication initiatives.
  • Provide timely and accurate responses to public inquiries related to health initiatives.


Unify the Program's online presence through implementation of branding guidelines, management of social media pages and websites and ensuring all publicly viewed materials are culturally appropriate and incorporate plain language guidelines.

Program Evaluation

  • Aggregate and analyze qualitative and quantitative data collected by DC Health into formats
such as comprehensive reports, one page impact reports and newsletters.

  • Assist in data collection strategies such as surveying, focus groups and onetoone interviewing.
  • Develop evaluation plans, logic models and visuals to guide program implementation.
  • Create recommendations for program improvement based on collected data, policies and procedures and landscape reviews.

Scope and Affect:
The incumbent performs difficult and complex tasks and provides assistance that requires in-depth experience and judgment.

The work involves serving as the Subject Matter Expert and providing support to both policy and programmatic efficacy of assigned programs.

The overall intent of the work is to provide technical assistance and support to grantees, community-based organizations, farmers, businesses, and local and federal nutrition program participants to improve service delivery and benefit redemption


PERSONAL CONTACTS


Personal contacts are with community-based organizations, health care professionals, farmers, business owners, residents, managers and program directors within the Department and other District/federal officials.

Contacts may be initiated by the incumbent with persons requesting information and/or assistance in the development of public health plans, guidance, and programs.

Frequently these contacts involve unstructured face-to-face meetings and virtual meetings.


PHYSICAL DEMANDS
Work may involve a considerable amount of walking, standing, as well as sedentary tasks.

In addition, some driving of a vehicle may be required as the work involves some travel to schools and various other sites.

Items carried may include light objects such as notebooks and laptops.

Travel

The position requires travel nationally and within the mid-Atlantic Region for program activities such as training and meetings. Performs other duties as assigned.


KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of public health concepts, principles, policy, and evidencebased strategies to reach targeted populations.
