DEFINITION OF RESPONSIBILITY

Reporting to the Director of Human Resources and under limited supervision, the Assistant Deputy of Human Capital Management is responsible for overseeing, directing and leading HR administrative duties and overall management of Employee & Labor Relations, HR Innovation & Service Delivery and Recruitment & Talent Acquisition Divisions.

The Assistant Deputy of Human Capital Management will work in partnership with County Departments in establishing HR best practices and sound HR business models.


ESSENTIAL FUNCTIONS

  • Oversees, directs and leads the administrative duties of the Employee & Labor Relations, HR Innovation & Service Delivery and Recruitment & Talent Acquisition Divisions.
  • Assists with strategic and daily management decisions of the Senior Management Team and coordinating the administrative duties of the Office of Human Resources (OHR).
  • Formulates organization metrics to increase effectiveness and efficiency inter and intradepartment. Conducts organizational research. Applies thought leadership and gathers informative data and presents to the Director of Human Resources.
  • In partnership with the OHR Deputy of Human Capital Management creates annual priorities, projects, and key performance indicators for the HR team that supports OHR's strategic plan. Maintains up to date project plans that support OHR's strategic goals. Assists with the development of strategic plan, drafting short and longterm goals. Writes and complies reports on HR trends and analysis. Conducts industry research as needed.
  • Provides direction and leadership to ensure organizational development, department programs, functions and activities are in alignment with the County's strategic plan.
  • Manages the planning, directing, and coordinating of functions including policies and procedures, employment laws and regulations, shared services, talent acquisition and retention, and succession planning.
  • Manages recruitment and retention campaigns in partnership with the County's communications team. Develops campaigns to recruit top talent and achieve diverse, equitable and inclusive hiring goals.
  • Manages, coordinates, and reviews the work of HR professionals; supports personnel engaged in human resources administration activities.
  • Oversees testing process for sworn promotional processes for the Fire and Police Departments, Office of the Sheriff, and the Department of Corrections. Collaborates with test vendors to develop test validation processes and procedures for written and oral examinations.
  • Partners with county agencies and departments to continuously improve recruitment, hiring, and promotional activities based on best practices.
  • Assists with budget planning process and analyzes business and financial data. Manages budget for HR related programs.
  • Assists with personnel concerns to ensure successful functioning of newly implemented systems or procedures.
  • Performs other duties as assigned.

Qualifications:


Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in Human Resources Management, Public Administration, Business Administration, or related field

plus

4 years of experience providing leadership in human resources administration, or equivalent including 2 years of experience managing functions through subordinate supervisors.

(Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education beyond a bachelor's degree in HR Management, Business Administration or Public Administration may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)


Must hold and maintain a current HR Certification through HR professional organizations including but not limited to, Society of Human Resources Management (SHRM), Human Capital Institute (HCI) and The Public Sector HR Association (PSHRA).
