    Job Announcement:
This position calls for an innovative and technology driven individual.

Reporting to the Public Health Informatics and IT Director, oversees program teams and support activities of informatics and IT projects within the department.

Supports the governance and policy development providing direction and alignment of technology with the organization's strategy, priorities, and business needs of the department.

Provides direction and oversight of implementation, operation, and maintenance of all department systems, in coordination with centralized county Department of Information Technology (DIT) and other partners, to support cross-functional areas and core public health services in a multi-disciplinary environment.


Specific duties:

  • Plans and manages of the Informatics and IT program in a manner that facilitates efficient, effective responses to departmental needs. Assures strong program management approaches for complex software implementations, upgrades, enhancements, and operations throughout the department.
  • Provides leadership, guidance, supervision, and oversight to assigned staff and managers.
  • Develops policy and governance structures around project and change management, data, system development, and other key areas to support the agency's informatics and IT work streams.
  • Stays abreast of data and technology developments in the field of Public Health and IT.
  • Supports the development of frameworks, approaches, and tools to guide Departmental thinking and decisions regarding technology and data projects.
  • Leads and manages the activities of Health Department staff in data management, data integrity and quality control, and directs the development of department data reports.
  • Supports divisions and programs in the evaluation and redesign of business processes to enhance business functionality and efficiency and to facilitate largescale change management.
  • Under the direction of leadership, manages the funded technology proposal projects and prepares necessary written documentation related to project evaluations for DIT and the Department of Management and Budget.

Required Knowledge Skills and Abilities:

Advanced knowledge of methods, metrics, tools, and techniques of business process
reengineering;
Advanced knowledge of the principles, methods and tools for conducting performance
Advanced knowledge of procedures for developing technical and operational support
documentation and tools for analyzing and developing test and evaluation procedures;
Advanced knowledge of principles, methods and techniques of information technology assessment;
Considerable knowledge of interdepartmental and/or countywide processes, procedures, and requirements;
Considerable knowledge of the capabilities of information technology software, hardware, and network communication technology;
Considerable knowledge of the capabilities of various computer platforms functioning in centralized, distributed, client server, and stand-alone environments;
Considerable knowledge of effective processes, methods, techniques to analyze and evaluate business operations;
Considerable knowledge of effective project management methods, practices and techniques;
Knowledge of effective supervisory methods, practices, and techniques;
Ability to manage/administer multiple computer systems in a diverse computing environment;
Ability to work on problems of diverse scope where analysis requires a comprehensive understanding of hardware/ software systems solutions;
Ability to manage both small and large long and short-term projects under project timeline and resources;
Ability to write computer program operating instructions;
Ability to write effectively, including technical writing;
Strong analytical and conceptual skills with a demonstrated track record in new concept development for various projects and complex technical plans;
Ability to understand how IT affects an organization and ability to link it to redesigned business processes;
Ability to work cooperatively with technical staff and end users and establish and maintain relationships.

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:
