Description
Duties:
The incumbent performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional.
Acts as an individual contributor and/or team member and may perform some leadership functions for small projects/programs or other work activities.
Serves as an analyst supporting the staffing, recruitment, training, travel, position management and other administrative activities of an assigned Program Office.
Identifies and informs the Director or Deputy of matters that require his/her attention. Assignments frequently require knowledge and experience working across functional and/or organizational lines.Provides advice, guidance and service related to the development, coordination and execution of the administrative programs. Applies experience and advanced knowledge of program areas in support of the Director or Deputy Director.
Serves as the organization's point-of-contact for various administrative programs, resolving issues that impact the implementation and maintenance of programs across the assigned program areas.
Assignments frequently involve sensitive and confidential personnel matters.
Researches, analyzes, and prepares requests for personnel actions, crediting plans, interview questions, and other materials in support of the recruitment and staffing processes.
Prepares Job Analysis Tools and captures technical competencies in collaboration with management and the servicing Human Resource Management Division (HRMD).
Collaborates with management and HRMD to identify positions eligible for targeted recruitment. Oversees the assigned organization's job applicant interview process.Analyzes and interprets administrative policies and guidelines to provide management advice and counsel on the operation of assigned programs. Evaluates organizational activities and makes recommendations to ensure conformance and timeliness in meeting goals and objectives. Utilizes planning tools to track the organization's activity status for timely reporting of action items.
Drafts messages and prepares correspondence as required in response to technical requests and uses diplomacy in coordinating with internal and external customers in response to inquiries.
Serves as the point-of-contact and manages the full scope of organization's administrative programs and responsibilities in regards to the following functions: time and attendance, labor distribution reporting (LDR), Alternate Work Schedule (AWS), Telework, travel, training, and awards and recognition.
Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches.
I Band duties also include:
Monitors and analyzes accounting and expenditure reports and advises the Director or Deputy Director of unusual deviations from established plans.

- Designated or Random Drug Testing required.
- This job may require 20% or less travel (Domestic Only).
Qualifications:

Specialized Experience is defined as:
- Experience leading administrative programs and projects that are time-sensitive;
AND: - Researching, developing and interpreting policy and guidance for diverse audiences;
AND: - Analyzing data from various sources and providing guidance to managers and employees on established procedures;
AND: - Coordinating confidential and sensitive matters.
