The city of Oelde is looking to fill the following position as soon as possible:
Deputy Head of Department (m/f/d)
Organization and Personnel

The central tasks related to organizational structure and personnel management are bundled in the departments of Organization and Personnel.

The goal of the Organization department is to provide modern workspaces in contemporary structures and processes, as well as to develop business and service instructions for the organization's operations.

Other ongoing services include job evaluations and assessments, occupational health and safety, fleet management, and internal procurement.

The Personnel department ensures the staffing of positions in all units of the city administration through the recruitment and retention of qualified personnel, and covers all tasks as an employer for employees (including compensation, qualification, and occupational health management).

These departments will be merged into a central service department, Organization and Personnel, in the future.

This is intended to ensure future-oriented organizational development and strategic management of personnel resources, as well as to promote the profile of the city of Oelde as a modern employer.

The Deputy Head of Department will actively participate in this change process and take on tasks in the respective areas.


Your responsibilities:

  • Conducting job evaluations
  • Assessing staffing needs
  • Managing job recruitment processes (job profiles, job postings, selection interviews)
  • Workforce planning
  • Developing evaluation systems
  • Handling labor and collective bargaining matters
  • Designing service agreements and guidelines
  • Preparing analyses, reports, and presentations
  • Contributing to the development of strategies
