Team Leader for Special Residence Decisions

Pay Scale A 11 or EG 10 TVöD

for the Department of Municipal Foreigners Authority in the Office for Migration and Integration


The responsibilities of the Return Management and Counseling department of the Municipal Foreigners Authority include providing residence advice and support for individuals who are required to leave the country, as well as evaluating and assessing special humanitarian aspects.

This also includes tasks with security-related implications and associated regulatory measures.


Your tasks:


  • Leading a team of 5 to 6 employees
- (Re)structuring the various areas of focus within the team (including humanitarian decisions, such as for long-term tolerated individuals, hardship and petition matters, and return counseling) and ensuring clear processes in coordination with other departments and stakeholders within the Office (including participation managers and case managers from Department 54/2)

  • Assessing complex residencerelated situations and making decisions or preparing decision proposals for the department and division management; representing the Foreigners Authority in relevant committees (such as the Petitions Committee of the state parliament)
  • Close cooperation with stakeholders in the team's respective areas of focus (including IOM, IntegPlan, associations within the LIGA Düsseldorf, and the hardship commission)
  • Representing other team leaders within the department and participating in the oncall duty for the Municipal Foreigners Authority.
