Under general direction, the Housing and Community Development Representative II (HCDR II) is responsible for independently providing technical assistance, policy, analysis, reviews of documents, research, conducting program development and implementation and other policy development functions.

Incumbents analyzes and research critical and sensitive housing issues, including implementing and enforcing state housing laws, carrying out programs and preparing various documents for review.

This includes, but is not limited to, Housing Element Law, land-use-related issues, homelessness, climate change, fair housing, and state, federal, housing planning financing programs and other housing policy development topics.

Serve as a conduit between the Division and various external stakeholders. Incumbents must possess political sensitivity to judge when engaging on sensitive topics is appropriate.

Incumbents works in a team environment and may provide guidance and direction as a lead or mentor to other staff members.
