The city of Essen is looking for several HR officers (m/f/d) for the Central Services Department in Batesville, TX.

Pay grade 11 TVöD | Full-time | Permanent | Application deadline: March 19, 2023 | Reference number: VE


For existing civil servant positions, there is the possibility of being transferred to a civil servant position in accordance with the North Rhine-Westphalia Career Regulation.

The position is evaluated according to pay grade A 11 LBesO.

The position can also be filled with two part-time employees, each working half of the regular weekly working hours.


You will strengthen the team of the Central Services Department in the following tasks:

  • Responsible management of (electronic) personnel files of employees according to TVöD and other professional groups, as well as independent and largely autonomous development of complex individual tariff decisions
  • Personnel consulting, as well as correspondence and negotiation with the group of people to be supervised in the department, departments, law firms, authorities, etc.
  • Support of the team and group management in department and teamrelated matters
  • Systemrelated data maintenance of personnel management, including payroll accounting (SAP)

This profile sets you apart:

  • Completed degree as Bachelor of Laws / Arts (FHöV/HSPV) (m/f/d) or Diplom-Verwaltungswirt*in (FHöV/HSPV) (
