Duties:


Collaborate with members of the Intelligence Community to research, produce, and disseminate counterterrorism intelligence products for federal, state, local, tribal, territorial and private sector Homeland security and public safety partners and advocate for the counterterrorism intelligence requirements and needs of these partners.


Perform counterterrorism intelligence review and collaborative production to ensure partner intelligence needs and requirements are met; public safety experience and expertise is leveraged; and products are relevant and useful to customers.


Conduct outreach and education activities to build and strengthen partnerships, promote awareness and understanding of partner capabilities and resources, and improve information sharing.


Support counterterrorism partners in the planning, delivery, and evaluation of exercises; and the facilitation of training, in order to identify and address gaps and increase counterterrorism awareness and preparedness.

Conduct research to leverage best practices and lessons learned.

Support counterparts on tactical coordination issues for effective implementation flagship collaboration initiatives


Requirements:


Conditions of Employment:


  • Must be a U.S. Citizen residing in the United States
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A twoyear trial period is required for all new permanent appointments to the ODNI.

Qualifications:


Mandatory Requirements:


  • Understanding of the IC; mission posture, structures, capabilities, and the intelligence process.
  • Skill in oral and written communication, including ability to draft and edit written reports of varying length and complexity, and to orally communicate effectively with audiences of varying seniority and expertise.
  • Interpersonal skills and ability to work effectively in both independent and in a team or collaborative environment.
  • Ability to lead interagency interactions, build coalitions with IC elements and partners to achieve common goals.
  • Ability to anticipate counterterrorism issues relevant to the IC, United States Government, public safety partners and the private sector and recommend needed actions.
  • Skill in analytical and critical thinking, including the ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.
  • Ability to anticipate issues relevant to the IC and United States Government and recommend/implement needed actions

Education:

Bachelor's Degree.

Salary Determination:


The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.


Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.


Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.


Relocation Expenses:
For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
