    Summary About the Position:
    This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S.

    Code, Title 10, as well as Department of Defense Instruction This position is located at the National Ground Intelligence Center, Science and Technology Directorate, A2AD Division, Charlottesville, VA Responsibilities Serves as a Division Chief within the Scientific and Technical Intelligence Directorate at NGIC.

    Responsible for planning, directing and evaluating the production of all-source, worldwide scientific and technical intelligence on the capabilities and performance of foreign ground force weapons systems and their associated technologies.

    Oversees research, analysis, evaluation and interpretation of raw intelligence data, engineering to identify significant trends that influence design, development and deployment of foreign Air Defense, ISR and Counter-C5ISR systems and capabilities.

    Develops, staffs, administers and manages the Division production program to include interface with customers and partners, forecasting production requirements and refining those requirements.

    In order to qualify, you must meet the experience requirements described below.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

    You will receive credit for all qualifying experience, including volunteer experience.

    One year of specialized experience equivalent to at least the GG/GS-14 grade level in the Federal service which includes experience with the planning and programming principles, concepts, and methodologies to develop major program initiatives or new analytical methods applicable to one or more of the scientific and technical intelligence disciplines involving foreign ground forces or systems.

    Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations.

    This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.


    This experience should demonstrate:

    Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

    You will be evaluated on the basis of your level of competency in the following areas:

    All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

    Must be able to obtain and maintain a TS/SCI/SBI security clearance. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
