We are currently searching for a Program Manager to join our Value Stream Services Department to work with the Value Stream Leadership (VSL) team located in Houston, TX.

The Program Manager will be the focal on the ESOC (EVA Space Operations Contract) EVA Flight Ops Mgr.

The PM will be responsible for leading and integrating costs, schedules, and requirements flow down to the various supporting functions.

The PM will be responsible for reporting of project status to the ESOC VSL & Deputy PM.

Emphasis is focused on supporting the program execution teams with a variety of activities such as pursuit and proposal activities, management of portions of program execution, financial reporting, customer interaction/action item reporting, subcontract management support, material status, customer deliverable management, risk and opportunity management, and all levels of coordination with the core program team.

This position coordinates activities across the Collins shared services business model and requires collaborative working relationships with Operations, Engineering, Manufacturing, Sales, Contracts, Supply Chain, Quality, and IPPC (Finance) points of contact in various instances of onsite, hybrid, and remote environments.


Primary Responsibilities:


  • Coordinate support of realtime International Space Station (ISS) onorbit activities related to EVA operations
  • Update and publish a weekly Mission Support Plan for the Extravehicular Mobility Unit (EMU) Mission Evaluation Room (MER) and the Center Operations Room for EVA (CORE).
  • Ensure all onorbit events requiring ESOC are staffed by certified personnel
  • Update the ISS MER Flight Control Team (FCT) Roster
  • Coordinate both EMU MER and MER Tools oncall personnel
  • Be the ESOC representative to the ISS MER. Ensure that all products such as Flight Notes and Chits are reviewed and signed
  • Support NASA customer meetings related to ISS operations such as the ISS Mission Management Team, ISS Operations Tagup, Joint Operations Panel, ISS MER Daily, etc.
  • Be cognizant of all ISS related activities and upcoming Crew and Cargo Flights and understand their potential impacts to ESOC
  • Be cognizant of the status of ESOC hardware issues and its potential implications to onorbit operations and planning
  • Responsible for coordinating ESOC support for EVA Simulations for the EMU MER and CORE
  • Maintain Training Records of ESOC EMU MER and CORE personnel
  • Responsible for integrating and delivering the Certification of Flight Readiness (CoFR) and Certification of EVA Readiness (CoER) presentations to the NASA customer
  • Chair an internal ESOC CoFR-CoER Passport Review. Ensure that all issues are addressed and discussed, all relevant waivers are noted and that, if required, exceptions are taken
  • Ensure that signed Readiness Statements are provided to the NASA customer for each CoFR, CoER and Stage Operations Readiness Review (SORR) prior to each review
  • Coordinate review of ISS Change Requests (CRs) that have ESOC as a mandatory reviewer
  • Review CRs in which ESOC is not a mandatory reviewer to determine wither or not ESOC should submit an evaluation
  • Sent out a weekly ISS Status and updated ISS Flight Plan to ESOC and Collins management and personnel. This will include noting onorbit operations related to Collins hardware on the ISS which includes not only EVA hardware, but also Environmental Control and Life Support System (ECLSS) and Thermal Control System (TCS) hardware as well as any pertinent presentations going to the Vehicle Control Board (VCB) and Space Station Control Board (SSPCB) that might impact Collins
  • Ensuring CMS (Collins Management System) methodology for assigned project(s)
  • Issue coordination and resolution
  • Responsible for managing portions of complex programs under the guidance of a senior value stream leader
  • Knowledge of industry practices and standards and use of professional concepts. Applies functional or technical principles, theories, and concepts
  • Receives mínimal instruction on daytoday work assignments. Plans schedules and arranges own activities in accomplishing objectives
  • Networks with senior internal and external personnel in own area of expertise on issues
  • Represents organization as a prime contact on key issues

Basic Qualifications:


  • Typically requires University Degree and minimum 8 years prior relevant experience
    or **an Advanced Degree in a related field and minimum 5 years of experience
    or **in absence of a degree, 12 years of relevant experience
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract
  • Prior external customer support/interface experience Required
