Job Summary:


This position serves as the Assistant Director for Finance and Administration and reports directly to the Deputy Director of Grant Administration and Border Security.

This position oversees the development, presentation and defense of the budget; develops necessary financial management policies and procedures; provides management and oversight of state and federal grant funds; oversees the completion of the Department's Strategic Plan and other administrative type work (e.g. Scorecard)


The Assistant Director for Finance and Administration reviews and approves subrecipient requests for reimbursement after processing by subordinate staff; coordinates response to state and federal audits/monitoring visits; monitors financial activities including expenditures, appropriations, budgets, obligations and contractual activities; conducts monthly budget meetings with leadership; ensures fiscal accountability and compliance with all state and federal laws, regulations, rules and policies.


Job Duties:


  • Develops and implements the Department's financial policy and procedures. Provides timely and accurate financial information and ensures integrity of financial data by instituting proper internal controls. Reviews, evaluates, and recommends improvements to the Department's financial internal control systems and procedures and ensures audit compliance
  • Supervises and manages finance and administration section including assisting in oversight and management of: all business, financial, planning, policy and operation issues of significance related to the agency budget, accounting, planning, business analysis, human resources, purchasing, public record keeping and retention, space requirements, underwriting and risk assessment functions, monitoring and reporting functions, and other general functions.
  • Completes the Strategic Plan with input from Department staff. This includes interfacing internal staff as well as the Governor's Transition Office (GTO) and Office of Strategic Budget and Planning (OSPB) and completing monthly, quarterly and annual reports
  • Develops components of the AZDOHS Budget submittal, including any revisions, administrative decision packages, and any FTE, rent and administrative cost schedules
  • Other duties as assigned as related to the position

Knowledge, Skills & Abilities (KSAs):


Knowledge:


This position requires an advanced knowledge of financial accounting methods; advanced knowledge of principles, concepts, practices, methods, techniques of government accounting and financial management; advanced knowledge of budget procedures and grant management; and knowledge of work techniques required in maintaining accounting records; a working knowledge of federal, state and local homeland security issues; knowledge of legislative procedures, protocols and processes; knowledge of Microsoft and Google operating systems and software; extensive knowledge of federal grant guidelines, processes and procedures; and knowledge of confidentiality requirements with sensitive data.


Skills:

In order to satisfactorily perform the functions of this position, an individual should possess strong leadership and management skills. In addition, skills in grant, budgetary, financial management to include accounting and auditing are essential. Position requires computer operating, project management and project coordination, public speaking, administrative, and interpersonal skills.


Ability:


To perform the duties of this position, an individual should have the ability to successfully manage subordinate staff; exhibit leadership qualities; write complex financial reports; analyze and interpret complex financial data in accounting systems; communicate orally and in writing; conceptualize and develop strategic policies, procedures and guides in areas on Homeland Security; handle sensitive data properly; formulate calculated decisions; travel inside and outside of Arizona, possess and maintain a valid Arizona driver's license, operate a motor vehicle, and maintain a clean driving record; pass a background check performed by the Arizona Department of Public Safety; and adapt to a dynamic work environment.
