Duties:


The United States Space Force (USSF) at the Pentagon is searching for a Deputy Chief of Contracts for Space Domain & Combat Power (NH , GS-14/15 equivalent).


Description:


As the SSC/SZK Deputy Chief of the Contracting Office, this position serves as a Supervisory Contract Specialist for Space Domain & Combat Power in Los Angeles, CA.

Workload includes leading integrated teams through acquisition strategies, competitions and negotiations, business and contract clearance and contract execution for diverse problem sets and customers.


Directly reports to the SSC/SZK Chief of the Contracting Office and will interface directly with Materiel Leaders, other senior functionals and program personnel.

Position is instrumental in leading teams through a dynamic environment and promoting the use of streamlined and innovative acquisition processes to meet customer requirements

  • Forwardthinking, solution oriented, agile, leader, proactive, research and interpretation skills
  • 4year degree, Contracting DAWIA certification, a clearance (Secret Clearance required. TS eligible), contracting experience (systems experience highly desired)
  • Have or had an Unlimited warrant
  • Contract Specialists/Procurement Analysts; Other eligible/qualified acquisition personnel with Contracting experience/ qualifications/ certifications
  • Knowledge of contracting principles, policies and procedures.
  • Knowledge of Government and agencyspecific guidelines and business practices, including statutes, regulations, policies and procedures that cover different contract types.
  • Ability to communicate both orally and in writing

Key Skills and Abilities:

  • Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified services commodities, and/or construction.
  • Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions.
  • Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position.
  • Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to establish effective working relationships with others.
  • Ability to plan, organize, and direct the functions and staff of an organization through subordinate supervisors.

Conditions of Employment:


  • U.S. Citizenship Required
  • PCS/Relocation funding is available.
  • Must be able to obtain and maintain a Top-Secret / SCI security clearance.
  • Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
  • May be required travel away from the normal duty station on military or commercial aircraft.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Employee must within 30days of assuming this position and by 31 October annually thereafter, file an OGE450, "Confidential Financial Disclosure Report." Employee is required to attend annual ethics and procurement integrity training.
  • The employee must be currently eligible to be selected and appointed for a warrant in the amount of $5M or greater as specified in the Department of the Air Force Supplement (DAFFARS) to the Federal Acquisition Regulation.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • The employee must meet the continuing acquisition education requirements IAW DoDI paragraph E2.2.
  • This position is eligible for telework 24 days a pay period.
