Summary


Manages and works with Pine Banks staff and participates as Working Foreman in the maintenance, repair and upgrade of Pine Banks Park, including its pond, athletic fields, camp sites, trails, irrigation systems, and equipment.

Represents the Park at all municipal and board of trustees' meetings and assists the Board of Trustees with strategic plans and special projects.

Trains, plans, assigns, and directs work; addresses complaints; and resolves problems.


Essential Functions

  • Manages and works with Pine Banks staff and participates as Working Foreman in the maintenance, repair and upgrade of Pine Banks Park, including its pond, athletic fields, camp sites, trails, bathrooms, irrigation systems and equipment.
  • Represents the Park at municipal and board of trustees' meetings; and assists the Board of Trustees with strategic plans and special projects.
  • Trains staff; plans, assigns, and directs work; evaluates performance; maintains crew discipline; addresses complaints; resolves problems; and forwards resolved and unresolved issues to Trustees.
  • Collaborates with Human Resources staff on benefits, payroll, and other employment functions.
  • Maintains logs of daily and weekly assignments and enforces safety regulations. Maintains regularschedule of equipment maintenance.
  • Takes inventory and orders supplies and equipment.
  • Assists in monitoring the revenue, activities, and operation of the Park to ensure compliance with contracts and agreements.
  • Assists in developing and administering capital improvement programs.
  • Develops procurement documents and oversees contracts of vendors, service, and suppliers.
  • Oversees scheduling and issuance of permits. Collects fees and monitors users' compliance withpolicies and procedures.
  • Conducts regular Park and recreational areas inspections. Evaluates playability of fields and informsuser groups of field status and closures.
  • Serves as resource to the Trustees; Recommends ideas and implements approved policies anddecisions.
  • Acts as the Trustee's liaison to community/user groups, and responds to issues and concerns.
  • Coordinates emergency management operations including tree removal, snow removal and floodmitigation; oversees winter activities and monitors the safety of the hills and ponds; supervises snowplowing and ensures adherence to posted parking regulations.
  • Works with departments in the cities of Malden and Melrose.
  • Performs other duties as necessary.

Supervision

  • Supervision Scope:_ Performs varied and responsible functions requiring a specialized working knowledge of departmental operations and the exercise of judgment and initiative, particularly in situations not clearly defined by precedent or established procedures.
  • Supervision Received:_ Works under the general supervision of the Board of Trustees following rules, regulations policies and procedures. Duties require the ability to schedule, plan, and perform operations and independently complete tasks, within prescribed schedules.
  • Supervision Given:_ Directs projects and manages and supervises staff

Recommended Minimum Qualifications

  • Education, Training and Experience_


Bachelors of Science in Turf Science and Management, or Sports Turf plus 5-7 years of progressive experience in Sports Turf Management and technical expertise in the field of forestry, parks and recreation; and demonstrated knowledge of turf management, landscaping, maintenance, turf/maintenance equipment, safety, and scheduling of sports fields or an equivalent combination of education, training and experience is required.


  • Special Requirements:_
Massachusetts Pesticide Core License is required.

ISA Certified Arborist is required.

MA Qualified Tree Warden is required.

Valid Driver's License (s) is required.

Knowledge of Turf and tree equipment maintenance.

  • Knowledge: _Knowledge and experience in turf management, landscaping, equipment safety, turf and tree equipment and maintenance, tree care, and general maintenance. Knowledge of park management and safety practices. Knowledge of parks and recreational policies and practices. Knowledge of budgeting and procurement in a municipal environment. Knowledge of basic financial record keeping; familiarity with state, city, local regulations, rules, and ordinances. Knowledge of management and supervisory practices and techniques.
