Duties:

This position is located in the U S. Capitol Police, Operational Services Bureau, Special Operations Division.

The incumbent is responsible for examining, registering, and securing all delivery vehicles and their contents for explosives and weapons before they are allowed to proceed to the Capitol complex.

This position requires a background investigation.
At full performance level of CP-05/GS-07 the duties include:

The incumbent is responsible for operating x-ray machines to screen cargo destined for the Capitol Complex, to include the Library of Congress, for explosives and weapons.

Off-loading cargo from delivery vehicles, visually inspecting, loading on the x-ray machines, and returning deliverables to the vehicles making certain that all items removed from the delivery vehicles are properly reloaded and the doors properly secured before departing the Off-Site Inspection Station.


Visually inspecting delivery vehicles for explosives and weapons, using creepers for hands-on inspection of the undercarriage (mirrors used if undercarriage is too low for creeper inspection).

Visually inspecting the engine compartment and passenger compartment of the delivery vehicles to include the inspection of the glove box and any items in sealed containers.

Assisting K-9 explosive detection teams, and directing civilian freight handlers in their duties. Providing building security for the delivery center facility in accordance with Departmental Orders, guidelines and standard operating procedures. Safely directing the ingress and egress of delivery vehicles at the Off Site Delivery Center.


Utilizing an in ground, auto scan under-vehicle inspection system (UVIS) to screen the undercarriage of all vehicles that come to OSDC.

This system includes specialized software that is used to examine the images on a separate computer in which the incumbent views for any possible issues.


Aiding sworn officers in determining the compliance status of vehicle and material screening security sites for use in inspection and enforcement targeting, and in identifying potential violators attempting to bring illegal weapons or explosives into the Capitol complex.

Assisting officers in carrying out security screening procedures designated to afford maximum security such as assisting K-9 units or directing vehicles entering or leaving the area.


Assessing security screening activities; independently gathering data and preparing reports, from the department's computer system and making recommendations consistent with established security screening practices.

Safely and proficiently using equipment provided to complete required job responsibilities. Recognizing medical emergencies. Making notifications to the proper authorities for assistance. Safeguarding the Capitol complex facilities by efficiently screening all deliveries.

Observing extraordinary conditions or circumstances that indicate potential criminal activity, and reporting such activities as appropriate action.

Making observations of suspected violations of the law and report to the proper authorities; and cooperating with and assisting members of the Department as well as other law enforcement agencies.

Conditions of Employment:

You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must complete a one year probationary period.


Qualifications:

In order to qualify, you must meet the education and/or experience requirements described below.


Applicants qualifying for the CP-04/GS-06 grade level must have one (1) year of specialized experience equivalent to the next lower grade level (CP-03/GS-05), which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized Experience is defined as work with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life.

Such experience must have provided knowledge of protective systems and techniques.


Physical Requirements:


Position will require regular and recurring physical exertion such as long periods of standing, walking, stretching, bending, reaching, carrying or moving equipment/materials, and similar activities.

Position requires the ability to go underneath (using a creeper) and climbing on top of large vehicles in order to perform visual inspections.

Employee must be able to lift and/or move items weighing up to 50 pounds unassisted, and items weighing more than 50 pounds with assistance.

The incumbent engages in such exertion when screening/inspecting vehicles/trailers and materials for illegal or banned items on deliveries to the Capitol Hill complex and the Library of Congress, participating in training, climbing stairs or ladder
