Summary / Objective


The VP, Lending Compliance Officer is responsible for ensuring the Bank's compliance with the Home Mortgage Disclosure Act (HMDA) and Community Reinvestment Act (CRA) reporting requirements.

The position is accountable for the compilation, submission, and accuracy of the HMDA and CRA Loan Application Registers (LARs), which are the basis of CRA and Fair Lending Compliance Examinations.


Experience & Education Requirements:


  • High school diploma or equivalent required.
  • Bachelor's degree in business analytics, highly desired
  • Minimum (5) years' experience in in HMDA and/or CRA operations or audit required.
  • Minimum (5) years' experience and working knowledge of consumer protection laws and regulations that impact financial institutions, including HMDA and CRA required.
  • Demonstrated ability to lead teams and supervise workflows required.
  • Experience working with HMDA, CRA, and Fair Lending Software is required.
  • Ability to work independently with little supervision required.
  • Ability to provide guidance on regulations to various business units required.
  • Strong technical skill required.

Essential Job Functions:


  • Serves as the Bank HMDA and CRA officer.
  • Serve as a department lead in gathering and assessing HMDA/CRA data and provide analysis and recommendations for process improvements.
  • Oversee the CRA lending test and analysis and make recommendations for assessment area changes and new loan programs to assure proper compliance.
  • Create and oversee a formal tracking process with regards to the Community Development Loans, Community Development Services and Qualified Investments process.
  • Oversee the creation and maintenance of the Bank's LARs, including HMDA data and CRA Small Business/Farm loans. Electronically submit required LARs to the Consumer Financial Protection Bureau (CFBP) in timely manner.
  • Independently conduct review and validation of loan data to ensure accuracy of LARs and compliance with the HMDA regulation; identify any inconsistencies and recommend improvements.
  • Coordinate with business units to obtain data and provide support to ensure compliance with the HMDA regulation. Provide results of testing, assist with developing controls to address inconsistencies or issues identified, and review procedures to ensure business units are accurately collecting and reporting loan data.
  • Monitor and review changes in laws and regulations regarding HMDA and CRA as well as other lending compliance.
  • Prepare for internal audits and regulatory exams and oversee the completion of the annual risk assessment.
  • As needed, collect data and prepare reports for management including, but not limited to the Fair Lending or CRA departments.
  • Oversee creating an efficient workflow and administration of lending compliance tracing and audits.
  • Other department responsibilities as needed.
