DEFINITION:


Conducts studies, analyses, and researches sensitive issues for commissions or committees within the Executive Office of the Board of Supervisors and makes recommendations for their solutions; provides professional and technical guidance to commission or committee members.


CLASSIFICATION STANDARDS:


Positions allocable to this class report to a commission or committee executive director within the Executive Office of the Board of Supervisors.

Positions are responsible for analyzing, studying, and investigating program areas that support the operations of the commission or committee as directed by the Board of Supervisors.

This responsibility includes performing a variety of assignments that are technical, sensitive, and have Countywide impact and require research, data collection, analysis, and evaluation.

Positions also have responsibility for advising and providing technical guidance to executive directors, commission or committee members, the Board of Supervisors, and various agency representatives on sensitive, Countywide issues that have a major impact on commission or committee directives, planning and priority setting objectives and goals, operations and activities, membership, or public relation functions.


Essential Job Functions:


Conducts studies, research, and investigates issues that directly affect commission and committee directives, objectives and goals, policies, and other planning and evaluation activities.


Participates in the more complex and difficult studies, analyses and research activities involving broad program areas and diversified groups of committees, sub-committees, and other public and private agencies.

Conducts needs assessment studies and develops recommendations for comprehensive planning of services and activities, priority setting, and resource allocations.


Ensures that systems and methods of information and data collection, research designs and techniques are implemented in accordance to established procedure and guidelines; prepares and maintains data and statistical records related to assigned specific areas of study.


Complies, analyzes, evaluates, and prepares data required for commission directives, planning, and evaluation activities; develops recommendations based on analysis and evaluation of findings.


Collects field data and information for use in planning and evaluation related studies; maintains and updates statistical records and reports for ongoing trend analysis.


Provides information and recommendations to commission and committee members, executive directors, Board of Supervisors, County departments, and other agency representatives based on conducted research studies and analysis of information or data.


Produces reports and makes oral presentations to the commission, committees, community groups, and other agencies to explain study or project results, statistical summaries and findings.


Communicates with other professionals to coordinate activities, exchange information and resolve technical issues or concerns related to planning and evaluation activities.


Formulates, develops, and implements community relations and media campaigns to raise community involvement in the planning and evaluation activities of the commission and further develop the public awareness of commission or committee related issues.


Coordinates with commission or committee members and inter-agency representatives the scheduling of meetings and the conduct of various activities and assignments.

Implements and monitors grant funded programs with responsibility for fiscal management, operations, evaluations, and administration.


Attends meetings of the commission, committees, and workgroups and participates in discussion and formulation of recommendations to the Board of Supervisors.


Assists commission or committee members in the preparation of commission or committee meetings and professional conferences by designing and developing presentations including statistical graphs and tables.


Requirements:


MINIMUM REQUIREMENTS:


Three years' experience in a responsible staff capacity analyzing and making recommendations for the solution of problems of organization, program, systems, legislation, budget, personnel, or research and planning, at the level of the Los Angeles County class of Administrative Assistant III.
