Responsibilities

  • Provide acquisition program management support for DLH's DoD client. Prepare documentation for defense business systems (DBS) in support of Business Capability Acquisition Lifecycle (BCAC) Milestones and Phases in accordance with DoDI information requirements.
  • Provide guidance to develop schedules and artifacts to meet BCAC information requirements, considering statutes and regulations affecting daytoday program management activities. Serve as a liaison with outside organizations in support of BCAC compliance.
  • Assist with major milestone management reviews such as, Leadership Status Reviews, In-Progress Reviews (IPRs), Milestone Decision Reviews, Authority to Proceed Reviews and Overarching IPTs (OIPTs).
  • Support project teams by developing and coordinating BCAC documentation and information for defense business systems.
  • Enter required system information into the Defense IT Portfolio Registry (DITPR) and continue to maintain the data throughout the lifecycle of the DBS or effort as required. Address any issues resulting from DITPR reviews and audits.
  • Maintain the Authoritative Systems List. Schedule and facilitate regular IPR's. Provide guidance and compile information to develop and report Performance Measure metrics.
  • Develop and coordinate meeting readahead materials (e.g. slides, supporting documentation, etc.).
  • Maintain a central repository for all BCAC and acquisition support documentation to include IPRs, reports and documentation in support of high level meetings and outcomes.
  • Conduct internal Program Office reviews, in advance of milestone reviews or IPRs, to ensure that cost, schedule, technical progress, and risks are evaluated against the organization, mission, and functions.
  • Provide support in the development of processes and procedures to support program execution and oversight.
  • Prepare annual fund certification packages, also known as the Organizational Execution Plan (OEP) as well as outofcycle (OOC) certification packages as required in support of OCMO approval.
  • Draft memorandum for Clinger-Cohen Act Compliance/Certification. Provide guidance and compile information in support of Clinger-Cohen Act Compliance/Certification.
  • Draft Acquisition Decision Memorandum (ADM). Develop Capability Implementation Plans (CIP) that describe the Program Manager's plan to achieve program execution and programmatic goals across the entire program life cycle.
  • Develop Capability Support Plans (CSP) that document the roles and responsibilities for sustainment activities in the Capability Support Phase. Develop Termination and Disposal Plans that outline the actions and considerations required to terminate a Program of Record (PoR).
  • Other duties as assigned

Qualifications

  • Bachelors degree plus 3 years of acquisition management experience.

Additional Qualifications and Education Requirements:

  • Knowledge and experience with DoD Acquisition management processes, tools, and techniques required.
  • Knowledge of the PMBOK process inputs, tools and techniques, outputs preferred.
  • PMP certification preferred.
  • Excellent organizational and both oral and written communication skills.
  • Ability to work well with a team, execute tasks and projects in a timely and accurate manner.
  • Ability to write and present effective project materials, presentations, statusreporting, etc.

Basic Compensation**:
$80,000- $90,000 yearly salary
