  • The Dam Safety Planning Unity (DSPU) supports local emergency planning and jurisdictional dam owners. The unit partners with Department of Water Resources, Division of Dam Safety, local emergency management, Cal OES Administrative Regions, Operational Areas, and local communities. Working together, we enhance dam safety planning for the community.
  • The current DSPU focus is on reviewing Emergency Action Plans (EAPs) that are required for all California jurisdictional dam owners. The unit reviews EAPs to ensure the plans incorporate actions the dam owner can take to moderate or alleviate a problem at the dam, actions the dam owner will take in coordination with emergency management authorities to respond to incidents or emergencies related to the dam and procedures dam owners will follow to issue early warning and notification messages among other best practices.
  • Under the direct supervision of the Dam Safety Planning Unit Supervisor, the ESC performs complex, difficult, emergency planning work including serving as a technical program expert, providing technical work products and assisting in the development and review of work products and legislation analysis.

Working Conditions


Telework

This position is eligible for a hybrid work schedule which includes up to two days of remote work per week.

Additional in office days may be required based on the business need.

This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment.

Failure to comply with the Conflict of Interest Code requirements may void the appointment.

  • The Planning, Preparedness, and Prevention Directorate develops and maintains statewide plans and planning guidance for local emergency management, state agencies, and tribal governments, including specialized programs for radiological preparedness, dam safety, seismic hazards, and earthquake early warning. This directorate also includes the California Specialized Training Institute which provides exercise support and courses in emergency management, hazardous materials response, criminal justice/officer safety, fire & rescue, and crisis communications.
  • In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
