    Under general direction, incumbents serve as technical-professional experts, consultants, and/or mentors in a human resources specialty area or program. Incumbents personally perform the most difficult, complex, and sensitive technical assignments and projects that have considerable agency- or countywide impact; and coordinate assigned activities with other divisions, departments, outside agencies, and the general public.

    Examples of Knowledge and Abilities

    Knowledge of

    • Principles and practices of public sector organization, administration, budgeting, management and human resources

    •Principles and practices of leadership, mentoring, and training

    •Principles of data management and reporting

    •Principles and practices of project management

    •Principles and practices of effective stakeholder relationships and partnerships

    •Principles and practices of supervision, leadership, mentoring, and training

    •Applicable federal, state, and local laws, codes, and regulations

    •Advanced understanding of principles, best practices, tools and technologies related to human resources and/or the area of assignment

    •Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to the area of assignment

    •English usage, spelling, grammar, and punctuation

    Some assignments may also require knowledge of:

    •Principles and contemporary practices of integrated marketing programs including program development, implementation and maintenance

    •Understanding of job market, recruitment strategies, outreach and engagement, including, reporting, and analytics

    •Strong understanding of user experience and how to use social media to engage communities, audiences, and candidates

    •Principles and practices of effective workplace investigations and employee discipline.

    Ability to

    •Plan, develop, organize, direct and manage projects and/or programs from concept to final product launches while adhering to project budgets and schedules

    •Develop and maintain cooperative, effective working relationships with others

    •Effectively communicate clearly and concisely, both verbally and in writing

    •Prepare clear and comprehensive correspondence, reports, presentations, digital content, and other materials

    •Manage multiple projects simultaneously using good organization skills, make sound decisions, prioritize responses to properly resolve issues or situations, and meet critical deadlines

    •Reason logically, take initiative, analyze complex issues or situations, and formulate and implement appropriate actions independently

    •Interpret and summarize a variety of data and information

    •Exercise discretion and maintain confidentiality of information

    Some assignments may also require the ability to:

    •Monitor, analyze, interpret, and report social media campaign performance and results and recommend and implement solutions and strategies

    •Serve as County of Sacramento representative with regional colleges and universities

    •Lead and facilitate discussions with large, diverse groups of individuals

    •Plan, coordinate, and prepare highly complex and sensitive corrective/disciplinary actions and workplace investigations that carry a significant impact on the workplace

    Employment Qualifications

    Minimum Qualifications

    1. Four (4) years of increasingly responsible full-time paid experience in personnel or human resources office performing professional analytical personnel work and/or human resources project management (public sector experience is highly desirable).
    AND
    2. Possession of a Bachelor's degree from an accredited college or university in a field closely related to the intent of the class.

    Note: Additional experience as described above may substitute for the educational requirement on the basis of 1 year of experience is equal to 30 units. The educational requirement is considered to require a minimum of 120 units, or the equivalent of four (4) years of experience.

    Note: If the word "experience" is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

    GENERAL QUALIFICATIONS

    Criminal History and Background Checks: The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No , Personnel Policies, and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate's ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information, the candidate will be fingerprinted. A subsequent arrest notification may be obtained.

    The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks, credit history checks where authorized by Labor Code section 1024.5, Social Security Number verification, professional license/registration verification, military service information and driving history. Information obtained in the course of this background check will be considered by the appointing authority in the selection process. In obtaining such information, the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.

    License Requirement: A valid California Driver License, Class C or higher, shall be required at the time of appointment. Failure to obtain or maintain the appropriate California Driver License, or comply with state and federal requirements for utilization, may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.

    Physical Requirements: Some positions in this class require the incumbent to be able to:
  • Sit for extended periods of time
  • Frequently stand and walk
  • Intermittently twist to reach equipment surrounding desk, perform simple grasping and fine manipulations, and utilize current office equipment
  • Probationary Period

    The probationary period for this classification is twelve (12) months.
