The
Proposal Manager is a key contributor to the Collins Connection Aviation Solutions (CAS) organization supporting the Americas Region.

In this role, you will have opportunity to collaborate with cross-functional teams consisting of Business Development, Program Management, Engineering, Contracts, Global Trade, Legal, Operations and others to develop winning proposals.

This role provides the opportunity to influence high quality standards, leverage your critical eye for the written word and coach teams in using lessons learned.


This position will work in a hybrid capacity with expectations to live in a commutable distance to one of the following site: Annapolis, MD, Cedar Rapids, IA or Houston TX. Onsite presence/remote work will vary.

Primary Responsibilities:


  • Collaborate with capture team leadership for successful proposal development
  • Analyze customer solicitations and requirements
  • Develop compliance matrices, proposal schedules, outlines, assignments and kickoff meeting packages
  • Lead proposal kickoffs, strategy discussions, writing workshops, cadence reviews, and color team reviews
  • Follow and tailor established processes and procedures to ensure the development of all proposal deliverables, including Executive Summary, Technical, Commercial, Past Performance, and Program Volumes
  • Organize, manage and coach proposal authors to ensure the inclusion of clear win strategies, themes and discriminators throughout the proposal
  • Review written content for clarity, grammar and compliance to requirements
  • Identify action items and hold teams accountable to proposal deadlines
  • Lead nonadvocate color reviews
  • Maintain proposal tracking tool and weekly status updates

Basic Qualifications

  • Typically requires a University Degree and minimum 8 years prior relevant experience
    or an Advanced Degree in a related field and minimum 5 years of experience
    or in absence of a degree, 12 years of relevant experience
  • Must have prior experience in the full lifecycle of proposal development
  • Must be authorized to work in the U.S. without sponsorship now or in the future. RTX will not offer sponsorship for this position

Preferred Qualifications

  • Experience using salesforce, Qvidian, and Visible Thread
  • Demonstrated ability in consulting proposal authors with innovative and constructive solutions
  • Government, Commercial, State or Local RFP knowledge
  • Shipley certification or APMP Certification is a plus
