Job Description:


Under the direction of the Ethics and Compliance Director, the Compliance Officer I monitors and facilitates compliance with federal, state, and the Texas A&M University System (TAMUS) regulatory and governing standards, including but not limited to laws, regulations, statutes, codes, policies, procedures, rules, and directives, as well as compliance on internal and external policies and procedures.

Utilizes established internal controls and auditing systems to identify, detect, and correct noncompliance and implements changes to compliance processes due to new or amended regulations.

The primary duties of this position are Export Controls and support of the TEEX research compliance program. Reviews sponsored research agreements for export control language. Assists with Technology Control Plans. Attends compliance meetings and assists with other areas of export control and research compliance as needed.

This position reports to the Associate Director, Agency.


Required Qualifications:

  • Bachelor's degree in applicable field from an accredited college or university, or equivalent combination of education and experience.
  • Four years of related experience in experience in research compliance, audit, accounting, legal, or program development.

Required Licenses/Certifications:

  • Must have a valid motor vehicle operator's license or ability to obtain within 30 days of employment.

Preferred Qualifications:

  • Professional Compliance Certification (i

e:
CCEP, ECoP).- Knowledge of federal and state regulations, and guidance related to export controls and research compliance.


Physical Requirements:

  • Ability to communicate orally and in writing.
  • Ability to regularly use computer/keyboard/telephone.
  • Ability to sit/stand for extended periods of time in an office environment.

Knowledge, Skills, and Abilities:

  • Intermediate knowledge of data systems and compliance software, such as Concur, Visual Compliance and ability to learn new systems as needed.
  • Advanced knowledge of governmental and higher education regulations (i

e:

Department of Commerce Export Administration Regulations (EAR), the Department of State International Traffic in Arms Regulations (ITAR), and the Office of Foreign Assets Control (OFAC) sanctions and regulations).- Knowledge of governmental and higher education operations.- Strong interpersonal and organization skills.- Ability to multitask and work cooperatively with others.- Strong verbal and written communication skills.- Analytical abilities and aptitude in problem solving.- Ability to work on matters of high sensitivity and confidentiality.- Detail oriented.- Ability to work with a wide range of constituencies including staff, training participants, administration and third parties with diplomacy and tact.- Ability to examine data/information, discern variations/similarities, and be able identify trends, relationships, and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

  • As part of TEEX's mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position's Division Director/HQ Department Head.
  • Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.
  • Hiring restrictions in compliance with System Policy 15.

Essential Duties, Tasks, and Percentages:
Export Controls Compliance and Research Compliance - 90 %- Assists in the development and maintenance of an effective and broad-based export control compliance program in accordance with federal export laws, A&M System policies, regulations, and guidance, and TEEX rules and procedures.
