The HA Hessen Agentur GmbH is responsible for coordinating all non-monetary activities of economic development in the state of Hesse.

It is one of the central pillars of the economic development of the Hessian state government.

We are currently seeking a full-time Commercial Procurement Manager (m/f/d) for the Human Resources and Administrative Services department in the Central Procurement field at the earliest possible date.


Responsibilities:
Independent (time) planning, execution, support and processing of procurement processes in coordination with the department management, specialist departments and central services Compliance with the European procurement regime according to VgV and GWB for Europe-wide procurement procedures Implementation of procurements in the sub-threshold area according to the project model contract specifically applicable to HA Holding with the state of Hesse (regulation of procurement principles)

Fully electronic implementation of European procurement procedures with the e-procurement system "eHAD" (AI) Consulting of specialist departments and central services on procurement and tendering issues Documentation of procurement processes and support of auditors Preparation of decision templates for management in the implementation of procurements Data entry and maintenance in SAP S/4HANA Requirements:
Completed degree in economics, law or public administration or comparable education Several years of solid professional experience in procurement and administration of goods and services, ideally in the public sector Relevant knowledge of handling procurement regulations from budget law, UVgO, VgV, GWB Very good computer skills (MS Office, online procurement platforms, tender databases, e
