    Senior Program Analyst - Workforce Development

    will join NACCHO at a time of dynamic growth. This position is important in the Programs Department.


    POSITION SUMMARY


    The Senior Program Analyst is usually an individual contributor in a specific area of expertise and is accountable for professional functions and/or systems.

    Work at this level requires substantial knowledge in an area of specialization and both conceptual understanding and sufficient professional experience to work on complex assignments with minimal supervision.

    These assignments typically require originality and creativity in applying the knowledge and concepts of the area of specialization.

    The Senior Program Analyst is responsible for managing, implementing, and promoting project activities; identifying and responding to member needs; and assessing policies and programs.


    The Senior Program Analyst may provide guidance to other professionals and administrative staff either in a supervisory, project management or technical capacity.

    The Senior Program Analyst is considered a career level professional and works with minimal supervision.

    Incumbents only move beyond this level if they develop expert level capabilities - and NACCHO needs this level of skill - or if they take on significant management responsibilities.

    Positions at this level require proven analytical, research and project management capabilities typically acquired through a Bachelor's Degree or equivalent education and a minimum of five years progressive and relevant experience.

    An advanced degree may be substituted for work experience.

    Program Specific Information


    This position is a key member of NACCHO's Workforce and Leadership Development team, which focuses on the underlying frameworks, competencies, strategies, and core practices that support the public health workforce.

    This position leads, manages, and supports projects across these areas, which entails designing, implementing, and administering programs and projects; data collection and management; budget and personnel management; and member (local health department staff) and partner relations, including adhering to funder requirements and meeting assigned deliverables.

    Ideal candidates have a passion for public health, particularly in the areas of leadership development as well as workforce development issues such as retention and recruitment, are curious, detail-oriented, independent workers and strong team players, proficient in prioritizing and multi-tasking, value continuous performance improvement, and are committed to addressing the social determinants of health and improving health equity.

    This position will require comfort with training and facilitating to large groups.

    Additionally, this position will involve frequent contact with members and partners; therefore poised, polished, and authentic customer service, and excellent oral and written communication skills are expected.

    POSITION SPECIFIC DUTIES

    Leads project development, implementation, and coordination using knowledge and experience in public health, particularly in the areas of workforce development and behavioral health, with a working knowledge of health equity (i.e., the adoption of a shared understanding of health equity principles and their application to population health practice).

    Working with other staff, performs day-to-day program management associated with projects and activities within NACCHO's Workforce Development portfolio and ensures/supports the completion of project deliverables, including managing project-level budgets and workplan; writing reports/briefs; developing and supporting the execution of contracts, memorandum/a of understanding (MOUs), and other grantee agreements; designing and managing pilot/dissemination projects; tracking and monitoring project activities; and developing and sharing information with local health departments and other NACCHO partners and stakeholders.

    Current anticipated projects (subject to change) include:


    New Local Health Official Training Program - act as a key lead, manager and support to tasks and activities for the New LHO Program.

    This program is currently still in development and plans to launch in January 2025.

    Manage NACCHO's work to support the Public Health AmeriCorps program and directly supporting LHDs in their ability to engage with the program and to hire Public Health AmeriCorps members.

    Lead initiatives to support, promote, and implement the Joy in Work toolkit, a framework that encourages health departments to aid in retention efforts by focusing on workplace wellbeing.

    Lead programmatic initiatives to support NACCHO's public health ethics work.
    Support Workforce Workgroup.


    Contributes to long-term project and strategic planning and the development of concepts, strategies, practices, and procedures to improve the efficiency and effectiveness of program operations and capabilities within the workforce development and behavioral health fields.

    Provides technical and capacity building assistance to and communicates with local health departments and other external partners and stakeholders at the local, state, national, and federal levels.

    Supervises programmatic staff.
    Supports the identification of and application for additional funding to support designated areas of work.
    Maintains situational awareness of research, policies, and practices relevant to workforce development and behavioral health.
    Collaborates with other staff, NACCHO members, and external partners in developing and executing projects and programs.

    Develops presentations, scientific posters, and exhibits to share and promote project findings at professional and public meetings and conferences and contributes to internal and external publications, including peer-reviewed journal articles, educational materials and other public health tools, project summaries, and research briefs.

    Serves as a liaison to NACCHO members and partners and communicates regularly with these groups regarding funding opportunities, conferences and trainings, and other information related to their designated area of work.

    Represents NACCHO at external meetings and conferences related to their designated area of work.
    Assists project staff in other duties as assigned.

    EDUCATION/EXPERIENCE/SKILLS


    Bachelor's degree and certification in relevant professional field with a minimum of 5-7 years relevant work experience; or equivalent combination of education and experience, including a relevant certification.

    Master's degree in social work, psychology, or similar field is preferred.
    Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
    Ability to write routine reports and correspondence.
    Ability to speak effectively before groups of customers or employees of the organization
    Ability to calculate figures and amounts such as discounts, interest, commissions, proportion, percentages, area, circumference and volume.
    Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.
    Spreadsheet and Word Processing software experience required.

    Experience managing information, including using Excel and Word; developing presentations, including using PowerPoint, and with data collection, management and qualitative and/or quantitative analysis is required.

    Experience designing and administering surveys, using Qualtrics, Survey Monkey or similar systems is desired.
    Skilled in publicly delivering content, including training, and facilitating groups to meet project deliverables.

    Knowledge of public health concepts, strategies, and approaches, particularly in the areas of behavioral health, workforce development and training, mental health, public health transformation, and health equity and social justice is expected, with deeper subject matter expertise in at least one of these areas required.

    Experience with local health departments is preferred.

    Salary Range:
    $80,736 - $85,697


    JOB CLASSIFICATION:
    Full-time, Exempt,


    TERM:

    This position is considered a term position made possible through grant funding, some, or all of which is scheduled to end July 31, 2024.

    While NACCHO will make every effort to secure continued funding, this position may be eliminated on July 31, 2024.
