WHAT IS THE RAAS DIVISION?**Vacancies will be filled in the following specialty areas:Research, Applied Analytics and Statistics, Data Management Division

The following are the duties of this position at the full working level.

  • Serves as the Team Leader/Project Manager for integrating new database, server and networking technologies within the existing SOI IT infrastructure. Responsible for ensuring modified databases and systems meet all established IRS standards and are compliant with guidelines as set forth by the IRM, IRC, Treasury and OMB. Develops Statements of Work (SOW) to contract with outside vendors for consulting and support services when inhouse technical resources are not sufficient. Monitors contractors and the deliverables and acts as a liaison between SOI personnel and the vendors.
  • Adjusts workloads among Computer Specialists on the team to ensure timely completion of all projects assigned. When directed, acts for the Chief in his/her absence.
  • Conceives and independently develops technical designs; identifies systems requirements; validates data sources, interface needs and requirements with other subsystems; develops implementation and postimplementation support procedures; user instructions; and coordinates the evaluation and selection of data management tools required by the developers and users of Statistics of Income studies.

  • Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to fulltime work; parttimework is considered on a prorated basis. Experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving.


  • In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
  • You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position includes:

Demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled.

This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design.

This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.

In addition to the above you must meet the requirements below:

This experience must include developing logical data models to be translated into workable physical database schema and structures in the database development process; Selecting modeling methodologies and tools (e.g., CASE data modeling products); Generating models that are capable of accommodating new and unanticipated business requirements and processes; and verifying model integrity and existing models.

To be qualifying, your experience must be sufficient to demonstrate the ability to:

Design, develop and maintain an automated tape library, Storage Area Network (SAN), or the Network Attached Storage (NAS) system that meet current and future business requirements; Perform a wide range of database administration functions, such as running test queries, troubleshooting database problems, maintaining version control of database entities, advising customers on new database features, and leading studies to evaluate the effectiveness of current database methods and procedures.
