Position Summary_

Serves as Assistant to the Council Manager for Council. Performs administrative duties for the Council Manager. Provides clerical support for office and Council Members.

Position Responsibilities_


  • Prepares Council work session and legislative session agendas with backup documents, which are posted on website and on the public bulletin board.
  • Assists Council Manager in the preparation of legislation, formatting, verifying short title, dates, and synopsis, which is copied and uploaded to website; processes legislation in stages of introduction, public hearing and consideration; prepare and file executed original legislation for record keeping; submits final copy for codification by publisher.
  • Attends Council work sessions and legislative session, as other Commission/ Committee meetings as needed, operates master audio panel, sets up audio recording, ensures microphones are located and operational, assists with setup of laptop presentations.
  • Prepares minutes of Council work sessions, workshops, legislative sessions and other official meetings; revises as needed and prepares executed minutes for Council Journal.
  • Prepares and submits legal notices as required for public hearings on legislation to insure compliance with Charter; verifies proof and authorize payment.
  • Maintains up to date Council Journal with executed minutes by date.
  • Maintains up to date website with current agenda, legislative documents, and any announcements.
  • Maintains up to date legislative log by calendar year with status and dates for each bill and resolution.
  • Assists Council Manager as needed to prepare meeting packets for Council work sessions and legislative sessions with agenda, legislation and related documents.
  • Maintains requests for proclamations and certificates, prepares text, prints and prepares for presentation; ensures presentation is coordinated with presenter.
  • Composes correspondence, prepares reports for Council Manager, as needed.
  • Provides support to Council Manager and Council Members as needed.

Minimum Qualification Requirements_


Education
High School Diploma or G.E.D. Associates degree preferred.


Experience


Minimum of three (3) years' experience with governmental or business operations; prior experience working with laws, regulations, statutes, and ordinances preferred.


Certificate(s) and/or License(s)

  • Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points.

Knowledge, Skills & Abilities

  • Knowledge of the functions, procedures, policies, organization and governing laws and regulations of Council.
  • Knowledge of business writing.
  • Thorough knowledge of modern office equipment and procedures.
  • Strong organizational skills.
  • Ability to maintain confidentiality.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to communicate with public in a diplomatic matter.

Miscellaneous Position Information_


Working Conditions & Physical Requirements


This role is primarily sedentary in nature but may involve occasional strenuous effort, such as handling moderately heavy boxes, tools, equipment, or other materials; walking or climbing over uneven surfaces; and sitting/standing in fixed position for extended periods of time.

Must be able to lift 50 pounds unassisted on a regular basis. General conditions involve working at a computer, using telephonic equipment, and interfacing regularly with internal and/or external stakeholders.


Work is normally performed Monday through Friday during normal business hours, however, will require attendance at evening meetings of Council and other Commission/ Committee meetings and may require alternate work hours 24 hours a day, seven (7) days a week.


Individuals appointed or promoted to a position in this class will be required to serve a probationary period of six (6) months.

Performance will be carefully evaluated during the probationary period. Continuation in this class will be contingent upon successful completion of the probationary period.
