Definition:
Responsible for analyzing, overseeing, and conducting highly complex duties related to Affordable and/or Public Housing Programs. Responsibilities include, but are not limited to, planning, development, evaluation, general management, and training. Executes supervisory responsibilities over assigned staff.


Characteristics of the Class:

Positions allocable to this classification work under general supervision and are responsible for performing a variety of complex administrative and professional duties, as assigned.


Examples of Essential Functions:


  • Compiles, analyzes, evaluates, and monitors changes in Housing and Urban Development regulations and guidelines, other governmental regulations, and court decisions and prepares new or revised policies and procedures as necessary.
  • As department's designated budget resource person, monitors and tracks departmental budget to ensure budget effectiveness; researches budget variances and advises management. Prepares management reports concerning budget adherence and submits to senior management for review.
  • Evaluates Authority programs through management audits of field operations; makes written recommendations for staff and operational improvements to enhance policy compliance and efficiency.
  • Analyzes and prepares proposals and modifies longrange housing and related programs.
  • As applicable, oversee and manages departmental programs such as 504 Reasonable Accommodation, the VAWA, and/or other fair housing programs.
  • As applicable, meets with legal counsel relative to legal issues or matters; makes recommendations for the Authority's response and implements procedures for compliance.
  • Executes supervisory responsibilities over assigned staff including training, performance reviews, etc.
  • Develops and administers training programs as they relate to affordable and/or public housing and related program policies, regulations, and procedures including reviewing regulation changes, revising manuals, preparing forms, preparing training packages, and providing followup directions as necessary.
  • Ensures adherence to established policies and procedures. Reviews reports and recommendations for adequacy and soundness of findings and recommendations.
  • May serve on special task force or committees for the purpose of reviewing various housing and related programs and recommending procedural and/or operational changes.
  • Analyzes new and proposed legislation, and prepares written recommendations.
  • Prepares special reports for submission to the Board of Commissioners.
  • Performs other related duties as assigned for training purposes or to meet technological changes or emergencies.

Minimum Qualifications:


  • Graduation from an accredited college or university with a Bachelor's Degree in Public or Business Administration or a related field AND five (5) years of professional level experience including the preparation of written reports in two (2) of the following areas: 1) Analytical Management studies, 2) Program Auditing, and 3) Employee Program training; of which two (2) years are in a supervisory capacity.

License:
Current California Class "C" Driver's License.

Special Requirements:
May be required to possess and drive an automobile.
