Duties:


NCTC's Directorate of Intelligence (DI) was mandated by Congress to be the primary organization in the United States Government for analyzing and integrating terrorism intelligence.

The DI provides senior policymakers with integrated and coordinated terrorism analysis and produces the full range of analytic products, including daily Terrorism Intelligence Briefs (TIBs), President's Daily Briefs (PDBs), warning products, short-term and longer-term research, and alternative analysis.

The National Counterterrorism Center's Directorate of Intelligence (NCTC/DI) is seeking a highly motivated officer to lead a high-performing team of officers working to combating terrorism in significant security topics.


Manage a professional staff in the planning and production of a broad range of finished intelligence products in support of United States (US) foreign policy and national security objectives and serve as an expert within the Office of the Director of National Intelligence (ODNI).


Manage a professional staff in the development and implementation of research strategies that result in the acquisition of key, highly complex, all-source information in support of US interests and policy objectives.


Provide intellectual leadership and strategic direction for the division, manage the flow of taskings, and encourage teamwork and collaboration with counterparts throughout NCTC, ODNI, and the IC.


Lead and develop analysts of varying experience levels and evaluate the performance of analysts from different career services, each with its own unique expectations, opportunities, and performance review systems.


Lead the group's analytic program, ensuring that products incorporate the highest IC tradecraft standards and capitalize on NCTC's unique data accesses and tools.

Recruit, develop, and retain a diverse and highly qualified workforce.


Ensure personnel are appropriately challenged, rewarded, and given the support, tools, training, and opportunities they need to develop and succeed.

Cultivate an inclusive environment that fosters the development of all officers to their full potential.


Requirements:


Conditions of Employment:


  • Must be a U.S. Citizen residing in the United States
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A twoyear trial period is required for all new permanent appointments to the ODNI.

Qualifications:


  • Demonstrated ability to effectively plan and manage the development of highquality, complex analyses, studies, projects, assignments, and briefings on key US foreign policy and national security objectives focused on a specific regional area and/or functional issue for IC consumers and policymakers at the highest levels of government.
  • Demonstrated interpersonal skills, corporate approach, and aptitude at building consensus.
  • Demonstrated ability to think strategically and plan and execute a plan of analysis for a team.
  • Experience successfully mentoring or developing analysts.
  • Strong verbal and written communication skills.
  • Demonstrated ability to remain openminded and change judgments on the basis of new information and requirements, perform multiple tasks and change focus quickly as demands change, and support group decisions and solicit opinions from coworkers.
  • At least four years of experience as an intelligence analyst at a national agency, federal law enforcement agency, service component, or combatant command.
  • Desired Requirements
  • Experience working analytic issues related to counterproliferation, counterterrorism, or hostages/detainees.
  • Experience as a firstline analytic supervisor.

Salary Determination:


The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.

Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.

Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.


Relocation Expenses:
For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
