Minimum Qualifications


This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**Five years of emergency management experience* as listed below.

Substitutions with a degree in a related field** as listed below:

  • An associate degree in a related field can substitute for two years of specialized experience;
  • A bachelor's in a related field degree can substitute for four years of experience;
  • A master's degree in a related field can substitute for five years of experience;
  • A doctorate in a related field can substitute for six years of experience.

Provisional Qualifications:
You may also be eligible for a provisional appointment if you meet the qualifications below:1. six years of emergency management experience* as listed below;
OR
2. a specialized associate's degree** as listed below AND four years of emergency management experience* as listed below;
OR
3. a specialized bachelor's degree** or higher as listed below; AND two years of emergency management experience* as listed below;
OR
4. a specialized master's degree** as listed below; AND one year of emergency management experience* as listed below.

  • Qualifying experience:
  • Coordination and implementation of emergency management and disaster preparedness programs.
  • Preparation or modification of disaster plans.
  • Preparation, modification, presentation of disaster educational training and/or exercises.
  • Gather and analyze information to produce briefings or reports or to make timely and effective incident response decisions.
  • Represent an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System.
  • Manage or supervise logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.

55b/c Qualifications:


A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55b/c service as a Fire Protection Specialist 1.

Individuals certified eligible for the 55b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 2 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service as a Fire Protection Specialist 1 and eligible for transfer under Section 70.1 of the Civil Service Law.


Duties Description
The incumbent will report to the Office of Emergency Management's Planning Section.

Duties include but are not limited to:

  • Assist in providing technical planning assistance to state and local agencies in the development of a wide variety of emergency response plans.
  • Assist with the development of policies and procedures for Headquarter Operations.
  • Provide assistance in developing, maintaining, and updating the State Comprehensive Emergency Management Plan (CEMP) and support documents.
  • Review and comment on emergency plans, as appropriate.
  • Develop, review, and implement statelevel emergency operational procedures, plans and communications.
  • Coordinate and collaborate with public and private sector stakeholders and other organizations that can support the State's disaster planning and preparedness efforts.
  • Provide the full range of supervisory oversight and direction to subordinate staff.
  • Provide assistance in conducting hazard analysis workshops, risk assessments and using applicable data to support emergency plan development.
