Summary Statement:

This class is responsible for supervising and participating in the implementation and testing of system enhancements and ongoing system maintenance for the Division of Professional Regulation's information systems that provide vital licensure, permit and regulatory information to businesses, state and federal agencies, and other organizations.


Essential Functions:


Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.

  • Supervision is exercised over at least two or more merit fulltime positions per the Merit Rules. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.
  • Analyzes functional and/or system processes or problems, developing viable solutions and implementing system enhancements and modifications necessary to effectively operate integrated information systems.
  • Supervises staff in the maintenance, testing, and troubleshooting of integrated information systems. Provides direction to staff to ensure that systems testing and documentation activities are thorough and accurate data records are maintained.
  • Evaluates maintenance requests and enhancement proposals to determine if business requirements of the Division are met and cost effective; makes recommendations to management.
  • Coordinates and oversees projects to improve or enhance systems; assists in selecting vendors, reviews business proposals and works with vendors to ensure system needs are met and within project budget.
  • Acts as liaison between technical staff, contractors, vendors and agency staff to complete system enhancements, modifications and special projects, and to inform users of system operating problems, changes, corrections, enhancements and new features.
  • Ensures systems remain online and operational through timely and accurate troubleshooting procedures.
  • Reviews new/revised laws, rules, regulations and policies affecting business processes and recommends changes such as system configuration or data modification, new/updated forms, web content, staff and user training and mass communications.
  • Reviews complex or unusual problems; advises management when necessary or responds directly to customers.
  • Prepares reports and maintains records of project status and related efforts.

Job Requirements:


JOB REQUIREMENTS for Professional Regulation Systems Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Three years experience in interpreting business processes OR Administrative Code laws, rules, regulations, standards, policies and procedures.
  • Six months experience in integrated information system projects which includes, documenting business processes, conducting data analysis and developing test plans.
  • Six months experience in database management concepts and systems development lifecycle methodology.
  • Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
