  • The Office of Citywide Procurement (OCP) develops, awards, and administers approximately 1,100 requirement contracts for goods and services on behalf of all City agencies, departments, boards, and authorities, leveraging the City's buying power and maximizing efficiencies by reducing duplicative work. Procures, on average, nearly $1.5 billion in goods and services for City agencies annually.
  • The Fleet and Parts unit manages an extensive portfolio of contracts that provide Fleet goods and services for all mayoral agencies. This unit solicits, awards, and manages crucial contracts such as DSNY collection trucks, FDNY fire apparatuses, NYPD Fleet, and other essential city vehicles. Additionally, the unit oversees all the contracts related to the citywide electrification programfrom electric vehicles to charging equipment.
  • DCAS seeks to hire a Purchase Director within the Citywide Procurement Operations (Fleet and Parts) Unit whose primary responsibilities include but are not limited to the following:
  • Manage the activities of procurement professionals whose duties include the collection and execution of all contracts, evaluation, and negotiation of bids from vendors, and placing and
tracking all procurements.- Manage the entire cycle of all purchases, agreements, and contracts from inception to completion, ensuring all required processes are fulfilled; serve as a liaison between agency business

clients and vendors.- Develop roles and responsibilities within the unit to institute a best practice vendor management responsibility; maintain contact with vendors to manage the status and quality of orders and the progress toward contractual commitments; continually seeks optimal value in service from vendors, reviewing and monitoring performance and return-on-investment metrics; and manage

special projects and initiatives as assigned.- Review and prepare solicitations and proposals.

  • Hold prebid conferences and respond to vendor inquiries.
  • Approve oversight documents, such as presolicitation reports, recommendations for awards, and requests for renewals.
  • Exercise delegated authority to review and approve solicitations of a certain value.
  • Conduct qualitative and cost analyses to address procurement issues and provide corrective action plans to senior management.
  • Create a more costeffective way to acquire goods, measure user satisfaction, and improve responsiveness to user requests.
  • Direct and oversee the development of training needs for staff.
  • Attend management meetings and provide management reports.
  • Advise the Agency Chief Contracting Officer (ACCO) and agency staff on systematic approaches for procuring goods per City Charter and PPB rules.
  • Act as a liaison to the Mayor's Office of Contract Services (MOCS), the Office of Management and Budget (OMB), the Mayor's Office of Operations, and the Comptroller's Office on all


procurement and contract matters.- Provide guidance and suggest best practices to Fleet LOS to enhance safety measures and minimize environmental impact during the procurement process to comply with local laws and executive orders.
