SUMMARY


Under direction of the Manager of Compliance, performs analysis of the operating procedures of the Housing Choice Voucher (HCV) Program.

The position is responsible for protecting the integrity of the HCV Program by ensuring all of HUD's rules and regulations are followed and that work performed is done in accordance with the policies and procedures set forth in the HACC's Administrative Plan.

Audits work of the staff for accuracy, provides training as needed, and imposes discipline when necessary.

The position is also responsible for monitoring HUD guidance and interpreting the affect it will have on the HACC's operating procedures.

Develops policy and procedure revisions and implements changes when required. Additionally, the position investigates allegations of non-compliance with HUD's rules and regulations and follows up to ensure appropriate resolution. The position provides leadership and direction to the staff. The position works on a team where the essential functions are assigned accordingly.


Essential Functions

  • Monitors work of subordinates for accuracy, quality, completeness, and conformance to policy;
  • Conducts audits of files for staff to ensure accuracy and identifies areas of weakness or noncompliance;
  • Designs training programs for staff and provides oneonone training when necessary;
  • Implements performance improvement plans for staff and imposes progressive discipline as appropriate;
  • Conducts staff meetings to ensure information is dispersed to staff in a timely manner;
  • Reviews EIV, IVT, Dual Subsidy, Deceased Tenant, PIC, and any other HUD reports to ensure Authority's compliance with HUD requirements;
  • Spearheads annual review of the Administrative Plan, including HCV Program related information for the Authority's Annual Plan;
  • Monitors HUD website for the release of new PIH notices to ensure ongoing compliance with HUD rules and regulations; develops revisions to policies and procedures based on HUD changes or to improve performance outcomes;
  • Investigates allegations of material noncompliance with the rules and regulations of the HCV program;
  • Trains staff on how to prepare terminations notices; reviews termination notices for accuracy and appropriate content;
  • Attempts to settle noncompliance issues as a means to avoid termination, including repayment agreement process, as appropriate;
  • Tracks reasons for termination and identifies potential compliance workshop topics for participants;
  • Monitors repayment agreement process; tracks payment due dates; and takes appropriate action for default of timely payments;
  • Oversees landlord overpayment process; initiates policies/procedures to reduce/limit the overpayment; completes monthly landlord overpayment report; sends recoupment letters;
  • Oversees inspection process, including abatements, special inspections, reinspections, etc.; acts as liaison to inspection contractor;
  • Oversees the rent increase process; reviews family history in the unit; determines reasonableness of requests;

OTHER DUTIES AND RESPONSIBILITIES

  • Represents the Authority both internally and externally as appropriate;
  • Complies with applicable jobrelated local, state, federal regulations and HUD performance standards;
  • Responsible for safety while performing all facets of job and observes all Housing Authority safety procedures, as well as all local, state, and federal safety laws and regulations; and
  • Performs other duties as assigned and in accordance with the HACC policies.

EDUCATION, EXPERIENCE AND/OR CERTIFICATION

  • Bachelor's degree (BA) or equivalent in a related field of study from a four (4) year accredited College or University or three (3) years related work experience.
  • HCV specialist certification.

Pay:
$56, $62,000.00 per year
