SUMMARY/OVERVIEW


This position
Electric Utilities Construction Estimator** is responsible to develop and organize Project estimates and analysis at all project phases for both internal and external use.

Perform analysis of project actuals against latest estimates and incorporate results into estimating methodology to ensure continuous improvement of estimate accuracy.

Provide detailed process and cash flow based on estimate assumptions to aid in the development of the project baselines. Interface with Project Team and Stakeholders as needed and provide analytical and operational support. Research and provide statistical estimate and performance information.

ARY DUTIES AND RESPONSIBILITIES

  • Utilizing industry knowledge develop Phase 1, 2, and 3 project cost estimates with all required assumptions for various Transmission and Distribution Projects.
  • Prepare standard WBS (work breakdown structure) estimates and assumptions with documentation of confidence factors ranging from study to construction phases of project.
  • Utilize detailed design drawings to generate material takeoffs and labor estimates with consideration for various execution risks and assumptions.
  • Conduct modeling, forecasting, trending, variance analysis, and other estimaterelated financial analysis.
  • Prepare, update, and maintain standard material and labor unit costs to support estimates
  • Develop unit cost and parametric estimate range for standard scope of work.
  • Update estimates for each phase approval with current documentation and meeting information.
  • Work with Project Managers and stakeholders to ensure that estimates are properly understood, challenged, and reviewed.
  • Conduct estimate peer reviews and challenge meetings prior to estimate issuance.
  • Knowledge of and ability to perform engineering drawing reviews, general analysis and prepare reports to support business operations.
  • Support PM with all contractor bid review meetings.
  • Maintain lessons learned and incorporate into Estimating process.

MINIMUM REQUIREMENTS**- Must possess a bachelor s degree from an accredit university or significant related experience in lieu of Bachelor s degree.

  • 2 years estimating experience in electric transmission and distribution projects including substations.
  • Professional estimating certification (AACEI, ASPE, or SCEA).
  • Knowledge of or experience with estimating software,. Asset Suite 8InEight Hard Dollar software preferred.
  • Utility experience performing distribution, transmission, or substation estimates.
  • Proficiency in Microsoft Office Application, including Excel and MS word.
  • Must have a valid driver s license and a driving record that meets LCS Requirements.
  • Prior military experience preferred.

  • Ability to multitask and work in a fastpaced environment.
  • Superior time management skills; must be able to meet strict deadlines
  • Ability to work independently and as a member of various teams.
  • Ability to interact with all levels of management and staff.
  • Able to demonstrate business acumen and communicate effectively across multiple levels, both internally and externally.

Work is medium demand.

Must be able to move objects and use abdominal and lower back muscles to provide support over time without fatigue.

The employee must be able to lift up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
