Duties:


NCTC's Directorate of Identity Intelligence (DII) is seeking an energetic officer to serve as a Tradecraft Reviewer in DII's Mission Innovation Group.

This position requires the skills of a motivated self-starter with excellent interpersonal skills who can work collaboratively with analysts, managers, and Intelligence Community (IC) stakeholders to ensure that consumers receive the highest quality intelligence in a timely fashion.


Plan and prepare information for all-source analytic products to ensure that they adhere to NCTC/DII tradecraft principles as well as for clarity, brevity, organization, and logic.


Work closely with authoring analysts and their managers to ensure that intelligence publications provide compelling and convincing information to support arguments contained therein.


Cultivate and maintain productive relationships with intelligence officers to provide direct input in substantive and procedural processes for producing Community-coordinated intelligence analysis.

Represent NCTC/DII and lead corporate initiatives on analytic tradecraft
- and production-related issues within the Directorate, Center, and IC.


Review draft publications for clarity, brevity, organization, logic, and grammar, and work with author to add context as necessary; ensure that the information selected is relevant and adds-value to the intelligence products and ensure that each publication is concise and easily understood for policymaker customers.


Requirements:


Conditions of Employment:


  • Must be a U.S. Citizen residing in the United States
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A twoyear trial period is required for all new permanent appointments to the ODNI.

Qualifications:


  • Mandatory Requirements:
  • Familiarity with writing finished analytic intelligence products.
  • Thorough analytical and critical thinking skills, including superior ability to think strategically.
  • Thorough oral and written communication skills and superior ability to conduct independent research, filter and synthesize analytic data, and produce clear, logical, and concise intelligence products.
  • Thorough knowledge of the high priority intelligence issues and items of interest to intelligence publications and customers.
  • Interpersonal skills and superior ability to work effectively with individuals at both the working level and at the highest levels of government; confidence and effectiveness in working with government officials as well as with senior Office of the Director of National Intelligence (ODNI) officers.
  • Time management skills and ability to prioritize tasks with competing deadlines and superior ability to work effectively under extremely tight deadlines.
  • At least two years of professional experience at a national agency, service component, or combatant command.

Salary Determination:


The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.

Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.

Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.


Relocation Expenses:
For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
