Join our groundbreaking project, funded by a $13.8 million cooperative agreement through the U.S. Department of State's Bureau of Economic and Business Affairs under the CHIPS Act of 2022.

As the associate director of program operations, your primary responsibility is to oversee the implementation of activities in ITSI partner countries, ensuring they align with project goals and regional dynamics.

You'll manage program execution, maintaining efficiency, effectiveness, and adherence to budgets and timelines.

Collaboration with country managers and coordinators is essential to foster a seamless delivery environment, while engagement with industry, government, and academic partners is crucial for support and compliance.

Additionally, you will analyze program data to inform strategic decisions and contributing to progress reports are key tasks, alongside identifying opportunities for staff development and organizational growth.


This initiative, led by Arizona State University, aims to enhance semiconductor assembly, testing, and packaging capabilities across ITSI partner countries in the Americas (Mexico, Costa Rica, and Panama) and Indo-Pacific (Vietnam, Indonesia, and the Philippines), fostering a resilient supply chain for U.S.

semiconductor manufacturers.

Essential Duties

  • The Associate Director of ITSI Program Operations plays a crucial role in the strategic and operational execution of the ITSI project. Reporting to the Managing Director, this position involves overseeing the implementation of program activities across multiple countries, ensuring operational excellence, and aligning program objectives with broader strategic goals.
  • Main Tasks and Responsibilities:

Strategic Implementation: Guide the implementation of activities across ITSI partner countries, ensuring alignment with project goals and regional dynamics.

Operational Oversight: Oversee the execution of program activities, ensuring efficiency, effectiveness, and adherence to budgets and timelines.

Collaboration and Coordination: Work closely with country managers and coordinators, fostering a collaborative environment to ensure seamless program delivery.

Stakeholder Engagement: Engage with industry, government, and academic partners, to promote project objectives, gather support, and ensure compliance with policies and regulations.

Data Analysis and Reporting: Analyze program data to inform strategic decisions and contribute to reports on program progress, challenges, and outcomes.

Capacity Building: Identify opportunities for staff development and organizational growth, ensuring the team is equipped to meet program demands.


Minimum Qualifications


Bachelor's degree in a field appropriate to the area of assignment AND seven (7) years of related administrative experience, which includes four (4) years of supervisory experience; OR, Eleven (11) years of related administrative experience, which includes four (4) years of supervisory experience; OR, Any equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved.


Desired Qualifications

  • Evidence of an advanced degree preferred: Business Administration, Supply Chain Management, International Business, or Engineering.
  • Experience in international development, project management, or related field, with a focus on operations management.
  • Experience in cultivating and managing relationships with key stakeholders, including government, industry, and academia across international regions pertinent to our project.
  • Experience in supervising, nurturing, and fostering a collaborative team environment among diverse international staff, spanning various regions worldwide.
  • Demonstrated leadership in managing largescale, multicountry initiatives.
  • Demonstrated knowledge with organizational operational frameworks and best practices, facilitating streamlined processes and efficient resource allocation.
  • Sound grasp of strategic planning methodologies, enabling the formulation and execution of overarching project objectives.
  • Demonstrated knowledge in monitoring and evaluation methodologies, proficient in data tracking, and skilled in data analysis for informed decisionmaking.
  • Evidence of effective communication and interpersonal skills, with proficiency in crosscultural settings;
  • Bilingual (English/Spanish) preferred
  • Demonstrated knowledge with the semiconductor industry and supply chain dynamics.
