COLSA Corporation is seeking an
Information Operations Program Manager to support the Marine Corps Information Operations Center (MCIOC) at Marine Corps Base, Quantico Virginia.

Primary duty location is Quantico, VA with infrequent local travel as required.


General Duties:


The Information Operations Program Manager provides Senior-level onsite program management, operations support and day-to-day administrative functions of the Program Office.

Additional duties include providing oversight of assigned contracted staff performance ensuring compliance with all work statement requirements, accuracy and completeness of work, and scheduled delivery of required products.

The Program Manager shall ensure that contracted activities remain within the scope of duties and responsibilities identified in the work statement.

The Program Manager shall manage contracted employee workload, and time and attendance.


Tasks include:

  • Provide advice, recommendations, ideas and other nondiscretionary services to existing policies, plans, methods, procedures, adhoc reporting and briefings for IO programs;
  • Address and correct all personnel or work performance or workplace conduct issues;
  • Monitor the Enterprise Task Management Software Solution (ETMS2) across the Nonclassified Internet Protocol Router Network (NIPRNet) and the Secret Internet Protocol Router Network (SIPRNet), to ensure HQMC assigned tasks are processed accurately and in a timely manner;
  • Provide policy advice, recommendations, ideas and other nondiscretionary services for OIE Planning Support Projects;
  • Attend and participate in weekly staff meetings, working groups, conferences and operational planning teams as applicable to OIE planning;
  • Meet weekly with the task leads for task performance and assessments, battle rhythms;
  • Ensure staffing assignments remain commensurate with the work statement, and;
  • Develop and submit programmatic Ad-Hoc Reports.

Required Experience


Required Qualifications

One of the following combinations of education/experience:

  • Bachelor's degree or higher in related field and 8-10 years of program related experience and prior management experience
  • High School diploma and 1618 years of program related experience and prior management experience
  • Knowledge managing projects in accordance with accepted project management standards in the industry (e.g., PMI, Project Management Body of Knowledge (PMBOK)], ANSI, and ISO standards).
  • Understand the technical requirements for making resource allocation decision, oversight of technical performance, and quality of contents in Contract Deliverable Requirement List (CDRLs).
  • Familiarity with use of ETMS2 or similar capability is needed for the receipt, logging, assigning, tracking, and monitoring tasks.
  • Experience identifying and managing project risks, issues, and opportunities.
  • TS/SCI security clearance required; US Citizenship required

Preferred Qualifications

  • Master's degree
  • PMP Certification
  • Joint or USMC G3 or G5 planner background
  • Skilled at developing toplevel program work breakdown structures and coordinating with leads to develop execution plans.
