Duties:


You will service the Asia/Middle East and North Africa (MENA) areas.
Conducts in-depth analyses of loan and/or guarantee proposals to determine their financial, technical, economic, legal, marketing, and political feasibility.

Develops new business opportunities in conjunction with USAID missions and recommends DFC transaction structures and opportunities to USAID missions that highly align to their development objectives.


Performs in-depth analyses of: the nature of the proposed business ventures; financial statements; country related macroeconomic and microeconomic risks; risks related to project contractual obligations; the eligibility, financial standing and business background of the sponsor.


Negotiates with key interested parties on DFC loan and/or guarantee terms, including collateral security and completion support, and policy requirements.

Coordinates project financial plans and co-creditor arrangements with other creditors, such as development banks, IFC, Export-Import Bank, and commercial or investment banking institutions.

Prepares recommendations and required papers and correspondence. Presents loan and/or guarantee proposals to the various approval committees.

Reviews and comments on contracts, obtains appropriate agency clearances and obtains investor's signature and fee.

Prepares subsidy estimates for USAID missions sponsoring DFC transactions and coordinate subsidy transfer process from USAID missions to the DFC.

  • Must be able to obtain and maintain a Secret security clearance
  • This position will require foreign travel to developing countries

Qualifications:


Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

You may qualify at the GS-14 level, if you fulfill the following qualification requirements:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that includes:

  • 1) conducting in-depth analyses of financing for international global market transactions to include the viability of market and business models;
  • 2) negotiation of terms and agreements with counterparties; AND
  • 3) analysis on credit risks of borrower and/or investee including financial conditions and track record of sponsors, management, and other project parties.
