Sandra, As the former CEO of o world class ad agency and COO of an internationally acclaimed Direct Marketing firm I can tell you that the really good ones will not respond to an RFP. The reason is that it is costly to fill out and generally is written by the organization that will be awarded the contract. And the client will get exactly what they deserve. The problem with competitions for the business is the cost to the agencies which cannot be recovered. The best agencies get asked to discuss a company's business based on their body of work and in many cases ar4e paid for their examination of the client's business.
