Richard was a career environmental enforcement attorney who retired in 2011 from the United States Environmental Protection Agency (EPA).

He served as our nation’s top lawyer directly responsible for all EPA investigations of pollution crime. He is the author of Fighting Pollution and Climate Change: An EPA Veteran’s Guide How to Join in Saving Our Life on Planet Earth (BookLocker, 2020)
