    Description
    This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.


    NATURE OF WORK


    Under limited supervision, performs work of moderate difficulty in the environmental health field providing environmental sanitation control services; responsible for supervision, permitting, monitoring compliance and other related duties with Environmental Programs focusing on on-site water systems, solid waste, and public health related nuisances.

    Advises staff on the interpretation of public health laws, ordinances, regulations, and departmental directives, policies, and procedures; supervises, coordinates, directs and participates in the activities of an assigned area of the Environmental Health division; supervises, coordinates and performs a variety of administrative staff work such as:

    scheduling, maintaining records, responding to requests for information or services; performs related administrative, planning and research activities and prepares correspondence, reports, statistical information and budget materials; completes performance evaluations, assists with hiring recommendations, approves leave requests and prepares work schedules; monitors and reviews trends in environmental control programs and recommends operations, procedural and policy improvements; supervises the activities of assigned personnel, and monitors reports and record keeping activities filed by assigned personnel for completeness, accuracy and adherence to policy and procedure guidelines; reviews and evaluates evidence gathered by staff as a result of investigations of unusual or sensitive cases; reviews and analyzes new and renewal permit applications, prepares written comments on regulatory compliance and submits to proper agencies; reviews programs, policies, and procedures and analyzes legislation to determine the impact on assigned areas of responsibility; responds to staff and public inquiries regarding delegated programs and general environmental health concerns; conducts training of subordinate divisional staff on procedures and program development; provides educational training within the industry and to the general public regarding environmental health concerns; represents Yuma County as the Delegated Planning Agency (DPA) within the region for water quality management involving wastewater facilities, sewer infrastructure, storm sewer infrastructure, and on-site wastewater; permit software implementation and provides recommendations, input and data; reviews and utilizes site investigations to determine feasibility for use of on-site wastewater systems on residential and commercial properties; conducts technical reviews of permit applications to determine compliance with applicable county and state law; performs technical reviews of large projects (subdivisions, water line extensions, sewage collection systems) to determine compliance with applicable rules for issuance of approval documents; facilitates implementation of programs delegated by the Arizona Department of Environmental Quality (ADEQ); ensures Storm Water Program maintains Yuma County compliant with issued Arizona Pollution Discharge Elimination System permit by performing the requirements of the Municipal Separate Storm Sewer System (MS4) program; establishing Division objectives, strategic goals, strategies and priorities; develops rules, regulations, policies and procedures impacting environmental programs; advises County departments and government agencies on environmental control issues and projects; responds to state and federal regulatory agency officials regarding environmental protection and control issues; provides interface with state, federal and local environmental agency program managers in the regulated business community; conducts construction inspections of on-site wastewater systems to ensure minimum standards are met; investigates environmental nuisance complaints, recommends solutions, and ensures compliance with state laws and ordinances; investigates and evaluates environmental issues and complaints, prepares follow up reports, correspondence and analysis; serves on committees and task forces; maintains and prepares program budget; submits reports and refers detailing issues of noncompliance to enforcement personnel for correction; prepares and maintains manual and computer-based files of materials reviewed and related materials; conducts inspections and investigations to ensure compliance with environmental regulations; prepares reports, maintains records and utilizes computer data bases; regular and reliable attendance is required; performs other duties as assigned.


    Bachelor's degree in natural sciences, environmental health, and two (2) years' progressively responsible work experience in a position performing environmental health inspections; two (2) years of supervisory experience; must possess current certification as a Registered Sanitarian by the Arizona Department of Health Services; requires successful completion of a background check; must possess and maintain a valid Arizona driver's license.

    Hourly rate has been revised effective July 09, 2023.

    Knowledge of:

    Yuma County organization, operations, policies, and procedures; relevant federal, state, and county codes, laws, and regulations pertaining to environmental health and sanitation; biological and physical science applicable to environmental health; filed inspection methods and techniques; procedures and techniques for evaluating technical operations and compliance issues; budget preparation and expenditure control; supervisory and administrative procedures.


    Skill in:

    Preparing reports and presenting facts clearly, orally and in writing; conducting investigations relating to environmental/ public health compliance issues; conducting training for the public and staff; public speaking; maintaining complete and accurate records; assessing and prioritizing multiple tasks, projects, and demands; developing and implementing procedures for cost effective management of allocated resources; analyzing issues and preparing recommendations based on findings; preparing reports and checking details, estimates, plans, and specifications; compiling statistical information, and preparing and presenting technical reports; maintaining complete and accurate records and preparing clear and concise reports; effectively utilizing computer systems and applications, including spreadsheets, word processing, database, and presentation software.


    Ability to:

    Inspect, analyze, and make determination regarding environmental conditions; maintain effective working relationships with co-workers, outside agencies, the ADEQ, and the public; communicate effectively verbally and in writing; follow written and verbal instructions; lift forty (40) pounds, bend, stoop, squat, kneel, stand, and walk over rough, uneven or rocky surfaces; perform other body movements consistent with the job responsibilities and work outdoors exposed to extreme climate.

    Work Environment


    The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity.

    Generally the job requires 60% sitting, 20% walking and 20% standing. Working at a computer monitor for extended periods required. The job is performed under varying extreme weather conditions and may be exposed to hazardous materials.
